NIST Requirements Document / Statement of Work For:
Near-Infrared Spectrometers
I. Background
The Remote Sensing Group of the National Institute of Standards and Technology (NIST) Sensor Science Division requires two near-infrared spectrometers to enable spectrally-resolved calibration measurements of the flux from standard stars and the Moon in several on-going projects.
II. Scope
This equipment acquisition is for two near-infrared spectrometers. No computer is part of this equipment, software that can be installed by the user for automated spectrometer control and data acquisition is part of the requirement.
III. Minimum Requirements
The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide a quantity of two (2) near-infrared spectrometers that each meet the following minimum requirements:
1. Shall measure the spectrum of input infrared light of the wavelength range of 900 nm to 1700 nm and record the results as digital numbers in electronic format.
2. The spectral resolution shall be 5 nm full-width-half-maximum.
3. The numerical aperture through the spectrometer shall be 1.3,
4. The input light shall be fiber-coupled into the spectrometer using an optical fiber having a core diameter of at least 600 microns, at least 1 m long, and have FC connectors on both ends.
5. The light shall be spectrally dispersed across a detector array and require no mechanical scanning to acquire the full spectrum.
6. The detector array shall include at least 512 active pixels in the spectral direction.
7. The dynamic range shall be at least 16,384.
8. The signal-to-noise ratio shall be at least 2400:1 for a signal near saturation.
9. The readout noise shall be 180 e- RMS or lower.
10. The integration time shall be user-settable over the range 1 ms to 50 s, with all active pixels integrating during the same time interval so that all parts of spectrum is collected simultaneously.
11. The spectrometer detector array shall be thermo-electrically cooled to its operating temperature and maintain a temperature stability of less than +/- 0.1 deg C.
12. The spectrometer array detector height shall be at least 500 microns for optimal coupling to the input fiber.
13. The array detector shall have quantum efficiency above 80 % across the spectral range.
14. The array detector maximum sampling frequency shall be at least 500 Hz.
15. The spectrometer shall communicate with a user-provided Windows 10 computer through a USB 2.0 port.
16. The spectrometer shall include user-installable software that enables the user to operate the spectrometer interactively to control the adjustable parameters, start and stop data collection, and acquire the spectrometer measurement data. There shall be no limit on the number of times the user is allowed to install this software.
17. The spectrometer shall include a user-installable software development kit that enables the user to operate the spectrometer programmatically (through an application programmable interface to the user’s Python software, or LabVIEW software, for example) to control the adjustable parameters, start and stop data collection, and acquire the spectrometer measurement data. There shall be no limit on the number of times the user is allowed to install this software.
18. Except for the input fiber and necessary electrical cables, the spectrometer shall fit inside of a rectangular box having dimensions 0.2 m x 0.2 m x 0.1 m.
19. Except for the input fiber and necessary electrical cables, the spectrometer shall have a mass less than 2 kg.
20. Shall operate on electrical power in the range of 110 to 240 Volts Alternating Current (VAC), 50 Hz to 60 Hz.
IV. Delivery
Delivery shall be FOB DESTINATION and shall occur not later than 10 weeks after receipt of order (ARO).
FOB Destination means: The contractor shall pack the equipment and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

V. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated above, the Government reserves the right to perform performance tests and evaluations as defined below to verify specified system performance. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
During the performance testing at NIST, the spectrometer system will be operated with its electrical systems powered up thermal systems set to their operating point. The spectrometers will be stimulated with a light source and checked to be in compliance with the specifications.
The Government will test, inspect, and accept the equipment onsite within 14 business days of the receipt of the spectrometers. A visual inspection of the system will be performed by the NIST TPOC to identify surface defects or any form of indication that the system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the system due to defects and/or nonconformance.
Notification of the proposed training date(s) and location must be made by the vendor at least sixty (60) days prior to the training date(s), and the date(s) must be agreed upon by the NIST Government representative. All transportation costs for training at the Contractor’s facility shall be covered by the Government.
VI. Warranty
The contractor shall warrant the spectrometers for a period of a minimum of a one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4 for defects from materials and workmanship.
VII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule after delivery of the complete system to NIST and acceptance by the TPOC of the spectrometers.
NOTE: Partial shipments/installation and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
