Question: Is this a New Contract?

Answer: This is a new contract

Question: Is there an incumbent on the contract? If yes, can the Govt share the contract number, contract value, contractor name, and award date?

Answer: No. N/A.

Question: If the incumbent exists, could you please provide the historically staffed personnel positions titles and count currently working on contract?

Question: Please specify the total budget allocated for this contract?

Question: How many key personnel and their position names and number of hours yearly?

Answer: The Government expects quoters to provide a skill mix (positions and hours) and identify key personnel that represent the best value for NIH.

Question: Can government provide excel sheet or template as part of pricing?

Answer: A pricing template has been added via A00001 for quoters to populate their pricing quotation. As noted in the Statement of Work, the Government requires 50 hours per year for consultation and (2) actual virtual sessions per year.

Contractor hours required to host and develop the virtual sessions, which include pre-and post-training and developing curriculum and materials, are at the discretion of the contractor. These hours should be included in the total session unit cost.

Question: There are a lot of documents in this link. Do I need to sign any of them?

Answer: In addition to a completed price quotation and technical approach/proposal, quoters will need to return a signed copy of their most recent FAR 52.212-3 reps and certs and a completed FAR 52.204-26 document.

Question: I understand that I have to create a SOW with a price. Do I send that to you directly?

Answer: Quoters will be creating a technical approach in accomplish NIH’s SOW. Please refer to the RFQ SOW and FAR 52.212-2 attachment for details.

Responses must be submitted electronically (e-mail) to michael.horn@nih.gov in accordance with the solicitation.

Question: Is there an incumbent for this work? If so, who, and how much is the current contract worth?

Question: What is the estimated start date for this project?

Answer: November 1, 2022

Question: What remote participation tools does NIH anticipate using for its hybrid events? Are there existing tools in place, or is NIH seeking recommendations for new tools?

Answer: NIMH currently has Mentimeter, PollEverywhere, Kahoot, Zoom and TEAMS. If the contractor recommends an additional tool, NIH is open to suggestions.

Question: The evaluation criteria include reference to travel support, but the SOW does not.

What elements of travel support should the offeror be prepared to speak to in the technical approach? Shall the offeror be prepared to arrange travel for participants in this event?

Answer: Per the SOW, travel will not be required for the training. Participant travel is at the discretion of the Agency. On-site consultation will be at the contractor’s discretion and must be included in the proposed rate.

Question: Is there a particular type of meeting that the Agency wants training for (e.g., business meetings with voting, conference presentations, brainstorming sessions, staff meetings, etc.)?
