Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

1. Statement of Need and Purpose:

The Magnetic Resonance Spectroscopy (MRS) Section, National Institute of Mental Health (NIMH) needs to purchase a Bruker AVANCE NEO 500 MHz WB NMR Spectrometer or equal with software and hardware accessories. The new spectrometer will allow NIMH to perform more advanced in vivo studies of brain metabolism with modern technologies and better quality and higher sensitivity of MR imaging and spectroscopy.

2. Background Information and Objective:

The Magnetic Resonance Spectroscopy (MRS) Section in NIMH has been using magnetic resonance imaging and spectroscopy to study animal brain metabolism in vivo.

We purchased the current sprectrometer in 2002 and installed the system in 2003. This was a 11.7 Tesla (T) NMR spectrometer manufactured by Bruker BioSpin Corporation.

With this instrument, we have carried out substantial in vivo studies on animal brain metabolism. As of today, the hardware and software of the 16-year old spectrometer cannot match the challenges of newly developed techniques.

The goal of this purchase is to replace the old Bruker spectrometer, including 11.7 T magnet and system console, with a new Bruker 11.7 T NMR spectrometer or equal that equips the most advanced technologies for in vivo MR imaging and spectroscopy. With the new spectrometer, NIMH will be able to apply more advanced techniques for in vivo studies of animal brain metabolism, to increase detection sensitivity, and to enhance experiment reproducibility.

The Contractor shall propose a trade-in allowance for the Bruker spectrometer AVANCE III500, which is currently at the NIMH.
