PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

DESCRIPTION OF REQUIREMENT

The mission of the National Institutes of Health (NIH) is to seek fundamental knowledge about the nature and behavior of living systems and to apply that knowledge to enhance health, lengthen life, and reduce illness and disability.

As part of the NIH, the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Intramural Research Program (IRP) conducts biomedical research and training related to diabetes mellitus; endocrine, bone, and metabolic diseases; digestive diseases, including liver diseases and nutritional disorders; and kidney, urologic, and hematologic diseases. Intramural research is conducted in the Institute's laboratories and clinical facilities in Bethesda, Maryland and in Phoenix, Arizona.

Miroshnikova lab and the Section on Nuclear Mechanotransduction and Cell Fate Dynamics is part of the Laboratory of Molecular Biology (LMB), which is one of NIDDK IRP’s 17 Laboratories and Branches. The Miroshnikova lab’s work requires, on an ongoing basis, advanced mechanical characterization methods to qualitatively complement other assays, as well as quantitate the major experimental conditions of the section in living cells and organisms. The Spinning Disk Confocal System is a leading, live-sample microscope that is fast and sensitive confocal imagine system capable of following processes in live samples as well as laser ablation capabilities for mechanical qualifications. It is designed to provide optical super-Resolution improved by a factor of 1.4 compared to widefield. Thus, it is ideal for live cell and tissue/organism imaging and quantitation, which is at the core of the Miroshnikova lab’s operations. This system possesses unique features requiring unique maintenance capabilities for their ultra-wide view, enhanced signal-to-noise- ratio and flexible configurations for confocal pin-hold sizes (50um, 25um or both disks).

PURPOSE AND OBJECTIVES

The objective of this contract is to obtain a preventive maintenance contract for the live-sample microscope.

Without this service, the three primary functions for the CSU-W1 Spinning Disk Laser System cannot be maintained: 1) fast and sensitive confocal imaging suitable for following processes in live samples; 2) optical super-resolution (in xy) improved by a factor of 1.4x compared to widefield; and 3) laser ablation capability for mechanical quantifications.

SALIENT / REQUIRED FEATURES AND SPECIFICATIONS

The new equipment needs yearly maintenance to ensure accurate readings and repeatability. These operations must remain in continuous working order. Thus, a preventive maintenance package needs to remain on this unit at all times to ensure that there will be no down time for this instrument which would disrupt the continuous research taking place and our NIH mission. All original items that will need maintenance, checked for proper function, upgrade, or replaced are:

TASK AREAS:

Independently, and not as an agent of the Government, the contractor shall perform all of the detailed Task Areas listed below:

Task Area 1 – Service Agreement – The Contractor shall provide service coverage(s) supported by certified Biosystem Service Specialists, to include consultation with technical experts. The service agreement includes one-time (1) preventative maintenance inspection with eligible Service Agreement Selection. Repair parts, labor and travel included. Pre-approved repair and service authorization (no separate purchase orders required for repair).

Task Area 2 – Software Upgrades – The Contractor shall provide NIS-Element software version upgrades available on an “as-issued” basis.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME)

DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined NIKON INSTRUMENTS, INC to be the only reasonable available source to provide a CSU-W1 Spinning Disk Laser System Service Agreement.

This acquisition was pursued on a sole source basis centered on the following: the purchase of said supplies is mission critical in the continuation of ongoing research. We are limited to these specific reagents so to assure continuity of experimental design, continuity of sample usage, and back-compatibility with high-value datasets that we already generated using said supplies.

In order to ensure accurate readings and repeatability, the lab is need of a preventative maintenance contract for the live sample microscope.

As this is a newer technology, only Nikon can manage and maintain their new technology properly to ensure reproducibility and accurate and consistent readings. This system possesses unique features requiring unique maintenance capabilities for their ultra-wide view, enhanced signal-to-noise- ratio and flexible configurations for confocal pinhold sizes (50um, 25um or both disks). Nikon, therefore, is the only vendor that can provide the necessary repair/replacement parts and certified technicians to promptly get this system back in working condition should there be any break in service.
