STATEMENT OF WORK / SOLICITATION DOCUMENT

A. Background

The National Institutes of Health, Office of Research Services, Division of Veterinary Resources

(DVR), intends to award a purchase order for 2 floor scrubbing machines for sanitation of DVR managed animal facilities within the NIH at Bethesda, MD.

B. Purpose

DVR requires 2 floor scrubbing machines to perform daily sanitation routines that lesson environmental impact and do not require the use of cleaning chemicals while providing effective decontamination. The machines will be used in animal facilities to include corridors, storage rooms and animal rooms in the prevention of cross contamination and the spread of pathogenic organisms. Most spaces where the machines will be used have limited maneuverability and thus must be compact and easy to maneuver.

C. Requirements

Vendors are directed to provide a proposal that meets the following minimum requirements. For each requirement, vendors are directed to provide a “crosswalk summary page” that includes each requirement and a reference to the page number/section(s) of the vendor’s proposal that discusses each requirement. Proposals that do not include a “crosswalk summary page” will not be evaluated. The crosswalk should include a list of requirements, and the page/section number where the requirement is addressed, and how it will be met, in the proposal. Proposals that do not meet one or more of the minimum requirements are ineligible for award.
