Building 49 Central Animal Facility, to provide purified water to the animals housed within the
Building 49 Central Animal Facility and to monitor/control access within our facility. The Edstrom
Watchdog system and associated accessories are already installed within the Building 49 Central
Animal Facility and meet the unique and complex challenges of operating a facility of our magnitude.
The Edstrom Watchdog system is a proprietary system, which requires that the manufacturer, Edstrom
Industries, Inc., performs all preventative maintenance work and provides repair items. As a part of the Statement of Work each PM Visit, the service technician shall perform all inspections, tests, services and maintenance activities as recommended by the manufacturer or are necessary in order to maintain the system in proper working condition.
3) PURPOSE AND OBJECTIVES OF THE ACQUISITION: The purpose of this acquisition is to establish a Preventative Maintenance Agreement to properly maintain the already installed security and monitoring system within the Building 49 Central Animal Facility. The Edstrom Watchdog system is a proprietary system and as such we request that Edstrom Industries, Inc. continue to provide the preventative maintenance service to this equipment. This equipment is necessary to maintain and support the animal research performed in the Building 49 Central Animal Facility.
4) PREVENTIVE MAINTENANCE: The equipment will receive preventive maintenance service twice per year by the contractor. This includes verification, calibration, adjustment, repair and/or replacement of worn/defective parts due to normal use and conditions. Replacement parts are included within the agreement. Purchase orders are required for any additional parts if not included in the service agreement. The first service visit will be completed within 90 days of contract start date and the second service visit will be completed approximately six (6) months after the first visit for all equipment detailed below. Calibrations, adjustments, repairs, and applicable preventive maintenance services will be performed on covered components. A Preventive Maintenance report will be completed for each visit and presented to the Building 49 Central Animal Facility Front Office Staff for review and acceptance.
5) CONTRACTOR REQUIREMENTS: The contractor shall perform all inspections, test, service and maintenance activities. The contract shall cover installation of parts during the Preventive
Maintenance visit only. The contractor shall have full and free access to the equipment for servicing during normal working hours.
6) SERVICE EXCLUSIONS: The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. Service under this contract does not include the following: increase in service time or repair of damage caused by accident, misuse, disaster or abuse or by accessories, alterations, attachment or other devices not furnished or installed by Edstrom, painting or refinishing of the equipment, repair of damage or increase in service time caused by failure to continually provide a suitable installation environment, including adequate space, power, and any other facilities as prescribed by the contractor.
7) CONTRACTOR SUPPLIED MATERIALS: The contractor shall include one (1) annual service visit and one (1) interim service visit for the term of this agreement. The contractor’s agreement shall outline, under the Scope of Work for Premium, in detail the supplies and services that will be rendered under its service agreement.
8) GOVERNMENT FURNISHED MATERIALS: The government will not need to furnish the materials necessary to perform the preventative maintenance. Where additional materials or services are necessary, which are not included in the Agreement or are not under warranty, will be charged for separately at the contractor’s current price. Additional labor, outside of the labor detailed in the agreement, will be charged for at the contractor’s current labor rate (except as in emergency calls).
These items shall be the subject of a separate purchase order and shall not be performed under this agreement without the consent of Building 49 Central Animal Facility Management.
