STATEMENT OF WORK
GROUNDWATER MONITORING AND MODELING
BITTERROOT VALLEY SANITARY LANDFILL
RAVALLI COUNTY, MONTANA
INTRODUCTION
a. In late 2000 and again in early 2014, the National Institutes of Health (NIH) entered into a
Settlement Agreement (‘Settlement Agreement’ or ‘Work Plan’) with the Montana Department of Environmental Quality (MDEQ) regarding the Bitterroot Valley Sanitary Landfill (BVSL) in Ravalli County Montana through series of work plans. Currently, the ‘2014 Amendment to the December 2002 Amended Final Work Plan’ (2014 Work Plan:
Appendix A) is the main agreement and contains the requirements: the resulting Work Plan included herein by reference and as part of the statement of work. However, the ‘Settlement Agreement’ is still effective as it includes legally-bound decisions and contains conditional requirements for Force Majeure events. The 2000 ‘Settlement Agreement’ and its requirements may be referred and used throughout the duration of this contract.
The National Institutes of Health (NIH) seeks Environmental Groundwater Monitoring services and other monitoring and ground water well-related services to assist with the culmination of that Agreement and for other various related projects and associated facilities in the Bitterroot Valley, Montana. This will be a single award, firm fixed price Indefinite Delivery Indefinite Quantity Contract, consisting of a base period of one (1) year and Two (2) option periods of one (1) year each for a total of 3 years maximum. This contract shall provide for award of individual task orders in addition to the base tasks described in Section 3 below.
b. The Bitterroot Valley Sanitary Landfill is located one mile south of Victor Montana in
Ravalli County. The Site, as defined in the Agreement is the Bitterroot Valley Sanitary Landfill and the surrounding area containing the plume of contamination. The purpose of this statement of work is to provide necessary services to the NIH as required by the ‘Settlement Agreement’ with the MDEQ and determined necessary by the NIH. Given the broad scale of the work involved it is difficult to exactly specify the scope of this contract beyond what is described in Section 3. Therefore all services connected with the execution of the Agreement, considered necessary by the NIH to meet the goals of that ‘Settlement Agreement’ and/or considered necessary by NIH for the execution of the NIH mission in the Bitterroot Valley are considered within the scope of this solicitation. Certain presently known specific tasks are described in Section 3 and form the base work for this contract (Task 1).
3. SERVICES
The Contractors shall perform all services necessary for the project in accordance with the criteria furnished by the government. Task 1 consists of the basic services known to be required at this time and at the frequency provided in the description of the services.
TASK 1
Task 1.1 – Renewal/reverification of access rights for Groundwater Monitoring. All of the monitoring wells for this Site are located on private land. The contractor shall obtain written rights of access as required for this monitoring from the affected landowners. The access rights shall provide for access to the property for groundwater monitoring and if applicable, for maintenance of the iron/manganese filtration units. They shall convey with the property in the event of a sale.
The contractor shall keep the original but send copies to both NIH and the MDEQ. The major effort for this task will occur the first year. Only reverification of land ownership is needed after that. If at this point or any point in the duration of the contract, access is denied the contractor for purposes of groundwater monitoring, the contractor shall notify MDEQ and NIH. If access is not granted within 7 days after such notification then that property shall be omitted from the semiannual monitoring and noted in the monitoring report. This task also includes coordination and communication that is necessary to complete obtain access right from each property owner.
Task 1.2 - Groundwater Monitoring –Groundwater monitoring shall be performed as defined by the 2014 Work Plan. The initial monitoring event under this contract shall take place in January/February 2016, and follow the existing 2014 Work Plan, which shall remain effective until the end of this contract. The Agreement requires 2 years (until September 2017) of bi-annual (twice a year) Ground Water monitoring for the Site.
Thirteen monitoring, remediation and private supply wells will be monitored as part of the 2014 Work Plan. Two different sampling methods will be performed on approximately seven (7) of the wells beginning January/February 2016 Ground Water monitoring. The sampling methods – high-flow volume (three well volume) purge sampling and Low Flow Purge sampling (see 2014 WP) – shall be used to collect duplicate samples from each well. This sampling practice shall be maintained until September 2017 unless otherwise directed by NIH. Equipment required to perform low flow sampling will be provided by the NIH.
Currently and for the future this scope shall be as follows:
• Bi-annual monitoring of the wells identified by the 2014 Work Plan. As a minimum that shall include approx. 13 domestic water / monitoring / observation / recovery wells.
• Measure Depth to water (DTW) 2016 (Jan/Feb 2016 only) - Measure depth to water for all wells. This is to comply with the Montana Monitoring Well Rules. The gathered information shall be included in the Jan/Feb 2016 GW Monitoring Report.
• Preparation of a report on the bi-annual monitoring event. This report shall follow the general format of Exhibit D. A full well inventory of over 70 wells and their status shall be contained in every report. A draft copy shall be submitted for NIH review prior to finalization of the report. 4 hard copies of the final report, one final electronic copy in a CD (pdf format), and two copies in a modifiable format in CD’s will be required.
Task 1.3 (Optional) – Final Closure Report – After summer 2017 GW monitoring report, a final closure report will be prepared. This report will discuss the remediation activities performed thus far and effects of these activities. The items that will be discussed in this report are:
previous GW monitoring activities, previous GW modeling efforts and its limitations, and initial remediation activities performed (Information from early remediation activities is limited). If needed, NIH will provide the necessary information to prepare this report.
Task 1.4 – Well Abandonment – There are approximately 60 – 70 monitoring / recovery / observation wells that will be abandoned. The well depth vary from less than 20 feet to over 250 feet. The abandonment procedure must follow all applicable federal, state, and locale regulations and requirements. The contractors shall perform all necessary application and reporting requirements and provide fees as necessary. Final well closure report as well as all records will be provided to NIH for each well abandoned.
TASK 2
Task 2.1 – Well Ownership Transfer (Fiscal year 2018 only) - After Groundwater monitoring and all the necessary service is completed per the 2014 Work Plan, well ownership will be transferred to Montana Department of Environmental Quality (MDEQ). Coordination and support work will be provided to complete this transaction. Contractor shall provide the necessary services to address questions regarding the well specifications and conditions that may arise as part of the transition process. This includes but not limited to, researching records of previous services performed, well records, and previous correspondences between MDEQ, property owners, and NIH. The contractor is also expected to communicate and respond to any inquiries from the property owners as directed by NIH. This coordination includes addressing any other inquiries relating to the 2014 Work Plan.
