AMENDMENT NO. 4 - RFP No. NIHOD201800015
SHUTTLE SERVICES FOR THE NATIONAL INSTITUTES OF HEALTH
RESPONSES TO SOLICITATION QUESTIONS
1. The answers you gave to the questions conflicts with the hours of operation listed on page 13 for the Campus Perimeter (Brown) route and the Campus limited route. Currently two buses are required to run the Campus Perimeter (Brown) route from 6:30 am to 8:58 am and 430 pm to 730 pm so at a minimum that is a total of 11 hours per day for two buses, which, based on a 261-day federal work year, of which this contract is more than 261 days per year, is 2,871 hours for the Campus Perimeter (Brown) route. One bus is being used to run the Campus limited route at 7 hours per day. A 261-day federal work year, of which this contract is more than 261 days, would mean 1,827 hours for Campus Limited. This would bring the total hours for Campus Perimeter and Campus Limited to slightly more than 4,698 hours and your pricing matrix lists 3,302 hours as the number of hours to base our quote on, it’s not right or needs to be clarified in order to provide an accurate quote.
Response: The Campus Perimeter Shuttle and Limited Shuttle are two shuttle routes that share one shuttle bus. The total number of hours listed in the solicitation of 3,302 are correct and the hours of operations are also listed in the Performance Work Statement (PWS), Section B.1 Employee Shuttle Services.
2. With regard to the After-Hours shuttle services described in B.2.5 on page 17 it is a separate requirement from B.2.6 because B.2.5 says that the shuttles will be on call from 8pm to midnight and that a 20-passenger bus can be used. However B.2.6 says that between the hours of 10 pm and midnight a shuttle will run between the Children’s Family Inn and Family Lodge and CVIF. It is not possible for one shuttle bus to be at two different places from 10- 12 midnight. Further B.2.6 says a 15-passenger van can be used to complete the route in place of a 20-passenger bus. Therefore my question has not been adequately answered, where in the pricing matrix does B.2.6 go? Which line item or CLIN is it? B.2.5 appears to be the line item clin that says Bldg. 10 after hours; the extra hours for B.2.6 are not included in that line item.
Response: After Hours Shuttle Cost is Listed under Clin – 1g (Also answered in Amendment # 1)
PWS Change in Red below (updated PWS attached) – Addresses the shuttle and van question
B.2.6. Provide After Hours and Weekend Shuttle Service for Patients between the Gateway Visitor Center and Commercial Vehicle Inspection Facility
The Contractor shall provide an after-hours and weekend shuttle service (20+ passenger bus for Building 10 After Hours and Children’s Inn/Family Lodge Shuttles and 15 passenger van for Hotel Shuttles) to and from the Gateway Visitors Center (Metro), Commercial Vehicle Inspection Facility (CVIF), the Clinical Center, Children’s Inn and the Family Lodge.
• Building 10 After Hours Shuttle services the Children’s Inn and Family Lodge between the hours of 10:00 p.m. and midnight. The shuttle shall pick up patients and family members at the Metro, outside of the Perimeter Fence (last shuttle shelter in the bus loop) and proceed to CVIF. Once at the CVIF, the shuttle shall also pick up any patients that may have walked to this location;

PERFORMANCE WORK STATEMENT
SHUTTLE SERVICES FOR THE NATIONAL INSTITUTES OF HEALTH
A. GENERAL REQUIREMENTS
A.1. Background:
The National Institutes of Health (NIH) is the steward of medical and behavioral research for the Nation. Its mission is science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability. The goals of the agency are as follows:
• Foster fundamental creative discoveries, innovative research strategies, and their applications as a basis to advance significantly the Nation’s capacity to protect and improve health
• Develop, maintain, and renew scientific human and physical resources that will assure the Nation’s capability to prevent disease
• Expand the knowledge base in medical and associated sciences in order to enhance the Nation’s economic well-being and ensure a continued high return on the public investment in research
• Exemplify and promote the highest level of scientific integrity, public accountability, and social responsibility in the conduct of science.
The Office of Research Services (ORS), which includes the Division of Amenities and Transportation Services (DATS), provides a portfolio of services to the NIH Community that supports its mission of uncovering new knowledge about the prevention, detection, diagnosis, identification and treatment of disease and disability. Those services range from providing animal care and facilities, to library and conference services, to services related to security, safety and transportation (shuttle services). ORS supports all 27 Institutes and Centers (ICs) that operate in multiple locations, including the primary location on the Bethesda campus. Annual shuttle ridership is approximately 1 million employees and 240,000 patients and family members.
A.2. Purpose:
To provide shuttle services to transport employees and patients throughout the NIH campus and to several locations off-campus. In addition, patient shuttle services include transportation to and from regional airports, medical/recreational trips, and other select locations.
A.3. Goals and Performance Objectives:
Overall Goal: Efficient, effective and reliable shuttle services that provide timely, convenient and safe transportation for NIH employees, patients, patients’ families, and
Updated: November 29, 2018 2 visitors to and around the various NIH facilities, the District of Columbia Metro area, and the region.
Objectives:
A. Deliver safe, reliable and convenient shuttle services for NIH employees, patients, patients’ families, and visitors, including the disabled.
B. Provide superior customer service to all riders.
C. Operate an NIH patient shuttle transportation desk that provides reliable information on NIH patient shuttles and arranges taxi transportation for patients.
D. Implement a continuous improvement program to identify and make changes that will increase the operational efficiency and effectiveness with which shuttle services are provided, and where possible, reduce costs while maintaining acceptable performance levels.
E. Maintain a robust program management structure that is bolstered by a corporate commitment to deliver superior shuttle services to NIH.
A.4. Contractor Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish and maintain all necessary services, qualified personnel, equipment, and supplies, not otherwise provided by the Government, to manage and operate employee and patient shuttles. The Contractor shall have and maintain all required permits and registrations to operate shuttle vehicles within the District of Columbia Metro area as well as between the Baltimore Washington International Thurgood Marshall Airport, Reagan National, and Dulles International Airport.
The Government has the unilateral right to order services in excess of those specified in Article B of the contract for any existing shuttles specified within the scope of performance as well as for any new shuttle runs. The Contractor will be obligated to provide services at the current rate.
A.4.1. Overall Performance Requirements
It shall be the Contractor’s responsibility to design methods and systems of how best to deliver the services to meet the Government’s quality and performance requirements. The requirements to provide shuttle service to the NIH community are performance-based with a focus on desired results and outcomes that will lead to reliable and dependable shuttle management and operations. This represents a challenge to the Contractor to develop and apply innovative and efficient approaches to the contract requirements. Performance-based contracting is a result of the overall shift in government management toward commercial business practices.
Updated: November 29, 2018 3
The Contractor shall respond to comments and complaints from patrons and the Government Contracting Officer’s Representative (COR) or representative within 24 hours of notification by the Government, unless Government officials request an immediate response depending on the severity of the incident. The results of pre-placement and periodic PPD testing must be kept in a retrievable aggregate database, and PPD test conversion rates for each specific occupational group or each area of the hospital must be calculated at appropriate intervals (at least annually). To calculate PPD test conversion rates, the total number of previously PPD-negative workers tested in each area or group (i.e., the denominator) and the number of PPD test conversions among workers in each area or group (i.e., the numerator) must be obtained. These data must be reported to the Hospital Epidemiology Service as requested (Centers for Disease Control and Prevention. Guidelines for preventing the transmission of Mycobacterium tuberculosis in health-care facilities, 1994. MMWR 1994;
