3. RESPONSES TO QUESTIONS

(49 pages)

SECTION QUESTIONS

1.01 Section B Are bidders required to bid all 19 labor categories?

1.02 Section J Regarding labor categories, are all labor categories in Attachment 9 required?

1.03 Section J Pages 3 and 4 of the RFP, as well as Attachment 9, NIHCATS III Labor Category Descriptions, list 19 labor categories. Does the Government expect contractors to bid personnel in all of these labor categories? May contractors add other labor categories at the BPA level if deemed appropriate to conference, administrative, and travel services?

1.04 Section J The Government states that the purpose of the Statement of Work (SOW) is to provide a broad range of services, including support for meetings and conferences; travel; documentation; administrative support; website design, development, and maintenance; and any other activities supporting meetings and conferences (RFP, page 5). However, Attachment 9, NIHCATS III Labor Category Descriptions, and Attachment 10, Section B, Pricing Table, do not provide the requisite labor categories that allow for the delivery of efficient, cost effective conference services (i.e., Conference/Meeting Assistant, Conference/Meeting Planner, and Senior Conference/Meeting Planner). We respectfully request the Government to expand Attachment 9, NIHCATS III Labor Category Descriptions and Attachment 10, Section B, Pricing Table, to include the aforementioned conference/meeting planning labor categories.

1.05 Section J Attachment 9, NIHCATS III Labor Category Descriptions, and Attachment 10, Section B, Pricing Table, do not include editorial staff. Editors and copyeditors are important positions in the quality control process for written deliverables. We respectfully request the Government to expand Attachment 9, NIHCATS III Labor Category Descriptions and Attachment

10, Section B, Pricing Table, to include an editor and a copy editor.

RESPONSE Offerors shall submit a loaded ceiling rate for ALL labor categories in Attachment 10/Article B.2 Proposed Offeror's

Price/Cost Table. Offerors are not required to bid specific personnel in these labor categories. Offerors are to map their labor categories to the closest available labor category listed in Attachment 9A (amended) and Attachment 10.

No additional labor categories will be added to the IDIQ contract at this point. Incidental services will be determined at the task order level.

We received several duplicate questions, resultantly we have grouped the questions together and provided the response at the bottom of each question or group of questions with identical responses. The questions and responses are in no particular order and we have referenced the Section(s) of the RFP relating to the question for your convenience.

RESPONSES TO QUESTIONS

NIHCATS III - NIHOD2017130 QUESTIONS AND RESPONSES 1 of 49

2 Section B Can offerors propose GSA labor categories and rates that map to the NIHCATS III labor categories?

RESPONSE Offerors shall use Attachment 10 to provide their rates for NIHCATS III. A crosswalk between NIHCATS III and GSA labor categories with current rates may be provided in addition to Attachment 10.

3.01 Section B Are offeror’s required to submit the full build-up of their proposed fully burdened rates (including direct labor rates, indirect rates, fee, etc.) to support Attachment 10? Or, is Attachment 10 the only price table that is required?

3.02 Section B Are offeror’s required to submit fully burdened rates for proposed subcontractors? If so, should these rates be presented in the format of Attachment 10?

RESPONSE Attachment 10 is the only price table required for the Price Proposal for the IDIQ. Offerors are not required to submit the full build-up of their rates. It is irrelevant if these are prime or subcontractor employees.

4.01 Section B What start date should offerors use for pricing purposes?

4.02 Section B What is the anticipated award date?

RESPONSE Estimate using a start/award date during the first quarter of CY 2018.

5.01 Section C Page 11: Are the reporting requirements under "Article C.2. Reporting Requirements" for the IDIQ or TOs?

5.02 Section C The same section (under item b. Other Reports) states: “The Contractor shall submit the following reports as required by the INFORMATION AND PHYSICAL ACCESS SECURITY Article in SECTION H of this contract. This requirement applies at the task order level.” There are no “following” reports listed under that section. Are all reporting requirements in this section limited to those in the INFORMATION AND PHYSICALACCESS SECURITY Article in SECTION H?

- Please confirm these reports are only due at the task order level.

5.03 Section C Article C2: Reporting Requirements: states that “in addition to the required reports set forth elsewhere in this Schedule, the preparation and submission of regularly recurring Technical Progress Reports will be required” Can you please confirm whether these progress reports are only needed at the task order level, or whether they are required whether or not a task order has been awarded?

- If the latter, what is the format and information required for progress reports not related to a specific task order?

NIHCATS III - NIHOD2017130 QUESTIONS AND RESPONSES 2 of 49

RESPONSE With reference to Article C.2 Reporting Requirement.

Part "a. Technical Progress Reports" is for the IDIQ contract. Technical Progress Reports are required at the IDIQ level only after a task order has been awarded to the contractor. Provide an overall snapshot of all task orders awarded. There is no specific format for the progress reports.

Part "b. Other Reports/Deliverables (as required at the task order level)" is at the task order level. The reports referenced are in Section H are at the task order level.

6 Section C The same section also mentions: “no hard copies of these reports will be required as follows” and then selects Monthly, Annually & Final. Please clarify what is expected, given the statement that “no” hard copy of these report is required.

RESPONSE No hard copies of the report are required, only electronic/soft copies are required.

7.01 Section C Will contractor personnel travel to Tanzania, Mali, Cambodia etc. to provide support for those attending these conferences/meetings or will they be providing this support from stateside?

7.02 Section C RFP C.1.2 - Scope - Please define the requirement for the On-site support at these remote locations can range from one

(1) month to one (1) year or longer. Can this be satisfied via the teaming agencies Pan APAC, or Pan European service centers to provide access for travel and meetings support for the broad range of services described?

7.03 Section C RFP C.1.3.1. – Article 1 – Statement of Work Provide prepaid tickets may not be attainable in certain areas of the world, instead a traveler must buy their ticket at the airport accompanied by appropriate documentation including Passports, Visas, Country Invitations and task orders. Will agreeing to prepaids “where allowable” be in compliance?
