Technical Evaluation Criteria The objective of the acquisition process is to select a contractor(s) with the qualifications and competence necessary to carry out the acquisition. To ensure a fair and impartial review of all proposals, the evaluation criteria are included in the Request for Proposal. No other evaluation criteria shall be used to assess competitive responses to the Request for Proposals. Technical capabilities and past performance, when combined, are more important than cost/price.
The offers shall describe in their proposal their understanding of the following criteria.
| Criteria | A- Approach– Describe the approach that will be used to ensure: | |
| • | Timely delivery of acceptable and clinically healthy NHPs | |
| • | Timely and accurate deliveries. | |
| • | Mechanisms for constant and consistent sources and supply of various NHPs. | |
| • | Describe ordering methods and timelines for deliveries. Describe your policy regarding providing | |
| guarantees or replacement animals | ||

Criteria B- Animal facilities and Colony Management Describe in detail:
| • | the facilities required to acquire and deliver NHPs. | |
| • | of colony health monitoring program(s). | |
| • | of the veterinary program and ongoing assessment of NHPs | |
| • | of the enrichment and socialization programs | |
| Total Possible Points 30 |
Criteria C- Management and Business practices for the Requirement Describe in detail the:
| • | Offers ability to meet the contract requirements and the scope of work as well as to respond to |
| individual delivery orders. | |
| • | Methods to ensure constant communication regarding order status, delivery and tracking |
contract requirements.
| • | Methods used to maintain accurate, detailed and up to date medical records | |

Criteria D- Corporate Experience & Technical Personnel Describe in detail the demonstrated competence and experience of:
| • | Management personnel, including contract leads and points of contact. |
| • | Corporate experience with projects of similar size and scope |
| • | Veterinarian and Technical personnel directly involved in the care, treatment and handling of |
| NHPs. | |
| • | Behavioral staff associated with the socialization and assessment of NHPs |
| • | Personnel and/or sub-Contractors associated with the preparation and transportation of the |
| NHPs. |
