Evaluation Criteria
The Government intends to award a Time and Materials-type contract resulting from this solicitation on a best value, tradeoff basis. The Government may elect to award to other than the lowest priced offer, or other than the highest rated non-price quote. In either case, a tradeoff will be conducted. The
Government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the Government.
1. Understanding of Task and Capability to Meet Requirements
Demonstrated understanding of the requirement, as outlined in the Statement of Work for conducting Risk and Benefit Assessments (RBAs) for certain studies involving pathogens as well as how the US Government will incorporate the RBAs into its policy development process.
2. Expertise (including current in-house expertise)
Adequacy of the proposed staff in areas such as project management for risk, threat, and benefit assessments, science, math, biosafety, and biosecurity research. Accessibility of experts either in house or available as consultants.
3. Management Capability
Significant management experience with projects of a highly technical nature, including managing environmental, safety, and other risk assessment and have relevant staff to devote to the project. Ability to recognize importance and high-priority nature of project and are prepared to assign appropriate resources to ensure its success.
4. Prior Experience (to include prior completed Gov’t contract work)
Extensive experience that is directly relevant to proposed project including conducting scientifically rigorous risk assessments for high- profile projects including high-containment laboratories and modeling risks associated with pathogen research as examples.
The technical proposals will be rated as follows: Outstanding, Good, Acceptable, and Unacceptable.
Cost/Price Evaluation Price-cost will be evaluated separately from the technical review, and will be evaluated for fairness and reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. The total evaluated price-cost will be evaluated for reasonableness in terms of consistency with labor categories; level of effort, in that the proposed labor mix and labor hours are based on reasonable assumptions; and consistency with the technical approach, in that the prices are consistent with and reflect the proposed staffing requirement for the project’s duration.
Although technical factors are of paramount consideration in the award, cost/price is also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to make an award to that offeror whose proposal provides the best overall value to the Government.
In order to be considered for an award, an offeror must have completed the annual electronic Online
Representations and Certifications in the System for Award Management (SAM). Contractors must be registered in SAM to submit quotes and be eligible for award (NO EXCEPTIONS). For information on registering with SAM, visit www.sam.gov. The contractor should also provide is Commercial and
Government Entity (CAGE) code, Contractor Establishment code (DUNS number), and Tax Identification
Number.
