Solicitation # NIHOD2011269 Question:
The government's has stated that the vendor can modify the pricing schedule based on our own estimate on the number of hours for each FTE. This puts every other bidder at a disadvantage except the incumbent. Is this the government's intent? Kindly advice.
Clarification:
Offerors were advised in the answer to Question# 21 to propose the hours and labor categories provided by Amendment #1. That way everyone is evaluated on the same basis. However, if you feel there is a better way of handling this requirement, you may also propose a different labor mix but you would have to provide rationale regarding your reasons. This question was actually asked by an offeror other than the incumbent. It is always NIH’s intent to maximize competition.
