Medicinal Chemistry Consultant Support Services

Q: It would be very helpful if it is still possible to clarify if the thirty page (30) count for technical volume excludes any or all of the following:

(i) Resume

(ii) Representations and Certifications

(iii) Letter of Commitment

(iv) Past Performance

(v) Table of Contents

(vi) Cover page

(vii) Cover Letter or Executive Summary

A: The technical volume page limit excludes all the items in this list.

Q: Will NIH NINDS allow one (and at best one) past performance from any proposed subcontractor or key personnel to be counted towards the required two Past Performances of the Quoter?

A: Please refer to the “Past Performance” section on page 5 of the combined synopsis/solicitation, particularly the following sentence:

“The Quoter shall identify up to two (2) awards with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance.”

Q: We are okay with either designation but wanted to clarify if the proposed key personnel can be an Independent Consultant (individual) instead of an employee of the Quoter, given that this is a very part-time, remote, and specialized SME activity?

A: Please refer to the “Technical Response” section on page 5 of the combined synopsis/solicitation, particularly the following sentence:

“The technical response shall include resumes of proposed key personnel, consultants, and any subcontractors, as well as a letter of commitment from proposed key personnel stating they will be or are an employee of the proposed Quoter.”
