Title of Requirement: NIDDK Data Repository

THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY. THE REQUEST FOR PROPOSALS WILL BE AVAILABLE FROM THE beta.SAM.GOV WEB PAGE WITHIN 45 DAYS OF POSTING THIS NOTICE

The National Institutes of Health (NIH), National Institute of Diabetes and Digesting and Kidney Diseases (NIDDK) at the National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS), conducts and funds various longitudinal and clinical studies that generate or have generated a collection of biological specimens (biospecimens) and related phenotypic and clinical data/resources pertaining to these research activities. Storing and allowing subsequent use of biological materials and associated data collected in clinical studies is one way for the NIDDK to meet its responsibility to maximize the value of these studies. In 2003, the NIDDK established the NIDDK Central Repository, comprised of the data and specimen repositories to increase the impact of NIDDK-funded large clinical studies by making their data and biospecimens available to the broader scientific community. These repositories enable scientists not involved in the original study to test new hypotheses without any new data or biospecimen collection, and they provide the opportunity to pool data across several studies to increase the power of statistical analyses. There are two repositories under the umbrella of the NIDDK Central Repository: the Biorepository receives biosamples collected in many different studies, stores the samples under optimal conditions, and distributes them to qualified investigators. The Data Repository receives, archives, maintains, and distributes databases from studies. In addition, the Data Repository analyzes stored data in response to inquiries, assists ongoing NIDDK-funded studies in preparing data for eventual archiving, coordinates cross-referencing between the clinical data and biosamples, and maintains the Central Repository website. The NIDDK Central Repository’s collection of the biosamples and associated clinical, diagnostic, genotypic, pedigree structure and other data is a resource that advances the development of diagnostic and treatment tools for many diseases.

The NIDDK is planning to issue an RFP for the NIDDK Data Repository using an indefinite delivery indefinite quantity (IDIQ) type contract. The proposed IDIQ requirement will have a 10 year ordering period. Periods of performance will be established on task orders. There will be two pools of vendors selected, one vendor for Task Area A, and multiple vendors selected for Task Area B. The selected vendor for Task Area A may also be part of the pool for Task Area B.

Task Area A is a follow-on requirement for services currently being provided under the National Heart, Lung and Blood (NHLBI) Data Repository IDIDQ contract. Task Area B is a new requirement and is anticipated to be for an IDIQ type contract. The Government shall own any systems and programs (and any associated data) generated under the performance of these contracts.

The contractor for Task Area A will run the day-to-day operations of the NIDDK Central Repository. The NIDDK Data Repository coordinates data and biospecimen requests received through the website. NIDDK Data Repository staff provide information on resource availability, perform custom searches for biospecimens stored in the NIDDK Biorepository, assist with the review of the request, distribute approved datasets, and provide the list of selected biospecimens to the NIDDK Biorepository for shipment. The NIDDK Data Repository prepares datasets for sharing by reviewing and curating data and reviewing dataset documentation. The procedures for requesting data and biospecimens and transferring data into the NIDDK Data Repository and biospecimen collections into the NIDDK Biorepository are outlined on the NIDDK Central Repository website at https://repository.niddk.nih.gov/home.

The pool of contractors for Task Area B will strengthen and expand the capabilities of the NIDDK Central Repository into new areas aligned with advances in data sharing and data science that may include indexing phenotypic data; storing, querying, and sharing data with higher complexity or digital images through transfer or visualization; and exploring making resources available through a cloud environment. This expansion will improve access to the NIDDK Biorepository and NIDDK Data Repository thereby maximizing their scientific value and utilization by the research community and allow the NIDDK Central Repository to explore or adapt to innovations that align with future aims and priorities of the NIDDK and NIH.

The RFP will be made available on the beta.sam.gov web page at https://www.beta.sam.gov. Prospective offerors are responsible for downloading the RFP and all attachments. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted. The offeror is responsible for monitoring the beta.sam.gov Web page at https://www.beta.sam.gov for the release of the solicitation and any amendments.
