Additional Proposal Information and Instructions 1 Dated: 5/17/21
Additional Proposal Information and Instructions
Newborn Screening Pilot Studies
A. General Information:
The Government intends to make multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contract awards under this solicitation to establish a network of readily available contractors/sites to perform Newborn Screening Pilot Studies as needs arise. The selected contractors, operating under the IDIQ contracts, will develop novel technologies in newborn screening on a task order basis. See FAR 16.504 for more information concerning the IDIQ contract type.
B. Proposal Submission and Evaluation
1. Technical Proposal:
a. All offerors must submit a Technical Proposal for the IDIQ/Task Order A to be considered for award selection:
1) IDIQ, “Newborn Screening Pilot Studies” and Task Order A, “Core Function Activities” (TOA-Core Function Activities)
Under this technical proposal offerors must demonstrate and document their ability to fulfill the requirements listed in the IDIQ and Task Order A Statements of Work (See Attachments 3 and 4). The offerors will be evaluated on their ability to conduct pilot testing on new conditions for newborn screening panels. (See also Attachment 6a, Technical Criteria, IDIQ/TOA-Core Function Activities).
2) OPTIONAL Task Order B, “Mucopolysaccharidosis II Pilot Studies” (TOB-MPS II)
Offerors have the option to propose for TOB-MPS II. If Offerors choose to propose they must submit a proposal that demonstrates and evidences their ability to fulfill the requirements listed in the TOB-MPS II Statement of Work (See Attachment 5a) that is specifically for the pilot testing of Mucopolysaccharidosis II. (See also Attachment 6b, Technical Criteria, TOB-MPS II).
2. Business Proposal:
a. All offerors must submit one (1) Business Proposal with one section for TOA-Core Function Activities and a second section if proposing for Optional TOB-MPS II:
1) Section 1 - TOA-Core Function Activities (including cost breakdown and budget narrative): The Government’s estimate for this task order is approximately $2,500 based on the estimated effort of around 13 hours annually. This information is furnished for guidance purposes only and is not to be considered restrictive. This task order will consist of a Base Period of one
(1) year and five (5) option periods of one (1) year.

RFP Number: NIH-NICHD-IDD-2021-7 Attachment 8
Additional Proposal Information and Instructions 2 Dated: 5/17/21
Anticipated Period of Performance: September 28, 2021 – September 27, 2027 (including all options).
2) Section 2 – Optional TOB-MPS II (including cost breakdown and budget narrative):
Offerors must provide two (2) cost estimates (See Attachment 16, Breakdown of Proposed Estimated Costs of this RFP):
i. Estimated Cost 1: For cost estimate purposes, assume 100,000 subject screenings and include the cost per screening.
ii. Estimated Cost 2: For cost estimate purposes, base the estimate on the total number of newborn screenings the offeror’s organization estimates it can screen for MPS II for a period of 2 years, and specify the cost per screening.
Anticipated Period of Performance: September 28, 2021-- September 27, 2023
C. Technical Evaluation and Estimated Number of Awards:
As shown in Attachment 6a - Technical Evaluation Criteria for the IDIQ Contract will be used by the Peer Review Special Emphasis Panel when reviewing the IDIQ and TOA-Core Function Activities technical proposals. The technical factors are of paramount consideration in the award of the IDIQ contract and TOA-Core Function Activities awards, and past performance and cost/price are also important to the overall award decision. The IDIQ/TOA-Core Function Activities Technical Evaluation Criteria resultant score will represent the final overall score of the offerors, which will be considered in the inclusion of the offerors in the competitive range and ultimate award selections of the IDIQ pool of contractors.
IDIQ - The Government anticipates that it will award approximately five (5) IDIQ contracts.
Task Order A-Core Function Activities: From those offerors selected to receive an IDIQ award, the Government estimates that approximately four (4) offerors will be selected to receive a TOA- Core Function Activities award.
OPTIONAL Task Order B-Mucopolysaccharidosis II Pilot Studies: From those offerors selected to receive an IDIQ award, the Government estimates that one (1) award will be selected to receive a TOB-MPS II award.
* The Government reserves the right to award an additional MPS II Pilot Studies task order in FY22, subject to availability of funds, as deemed necessary and beneficial to the Government as a result of this solicitation. In addition, the Government reserves the right to make no awards or to cancel the RFP at any time prior to award.
