As a result of this Amendment the following answers are provided below:

Question 1:

It appears that last time contracts were awarded to two different companies. Can you confirm that an IDIQ contract will only be awarded to one company this time, or will there be multiple awardees?

Response:

An IDIQ contract will be awarded to one contractor. This is not a multiple award.

Question 2:

Will the company selected to fulfill this contract be asked to provide a new –web-based data management system to accommodate the project or to continue with an existing system?

Response:

As stated on page 1 of the statement of work (Attachment 3), for all web-based systems, we prefer open source systems. This applies to both new and existing systems.

Question 3:

If the company is going to continue with the existing data management system, can you provide documents or further information about the existing data management system?

Response:

There is no existing data management system that we would require the Contractor to use.

Question 4:

If a new system is required, will the contractor be required to incorporate data from the prior system into the new data management system that will be delivered as part of the contract? If so can you provide more information about the format of existing data so that a strategy to import it into a new system can be crafted?

Response:

This is specific to the needs of an individual project. There may be some future tasks where the Contracter will be required to incorporate data that has been collected on a different web-based system.

Question 5:

Who is the current incumbent for the coordinating center?

Response:

The current incumbents are EMMES Corporation and Clinical Trials and Surveys Corporation (C-TASC).

Question 6:

Please confirm that the estimated level of programming effort is 1.25 FTEs for the base period (18 months). Given the scope of work this level of effort seems insufficient unless a data system already exists.

Response:

Yes, this level of effort is correct. This effort level is consistent with the Government’s preference that all web-based systems be open-source.

Question 7:

Can the PI proposed for this project be employed with an institution that is also submitting a bid for the Asthma Cohort study? Can the PI participate in the bid for both the DESPR DCC project and the Asthma Cohort Study?

AMENDMENT NO.: 001

CONTINUATION PAGE Page 3 of 3

Response:
