THIS AMENDMENT IS ISSUED TO ALL POTENTIAL OFFERORS:
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of proposals has NOT been extended. Offerors must acknowledge receipt of this amendment by identifying this amendment number and date on each copy of the offer submitted.
Failure to receive your acknowledgement may result in the rejection of your offer.
Except as provided herein, all terms and conditions of the RFP remain unchanged and in full force and effect.
PURPOSE OF AMENDMENT:
To distribute Questions and Answers concerning the subject solicitation.
Specifically:
Question 1: In the case that I needed to hire additional personnel, I see the following stipulation:
For all proposed personnel who are not currently members of the offeror's staff, a letter of commitment or other evidence of availability is required.
I would imagine that I'd need to advertise for and hire a new research technician in this case. Would I include a statement of this, or is it true that I'd need to already have the personnel in place?
mailto:hanacekp@mail.nih.gov
Answer: It’s not necessary that all personnel be in place at time of proposal submission.
Offerors should provide information as to how they will hire additional personnel and, if the contract is awarded and personnel hired, information about the staff member and their level of commitment should be provided to us for concurrence.
Question #2: The instructions say that resumes are required. Can I use NIH biosketches here?
Answer: Resumes are required for Key Personnel, i.e., the PI/Project Director and other pertinent positions proposed. However, for others to be hired, you may identify as, To Be Determined (TBD) personnel, and indicate the desired educational background, qualifications and experience, and specific or technical accomplishments required for the position proposed.
Question #3: Following up on the question, I checked with our administrators and we typically cannot advertise for a position without a source of funds in place. For the contract, would it be possible to make the hire upon awarding of the contract, or are we limited to using existing personnel only?
Answer: Yes, see above response to Question #1.
