Attachment A Criteria and Procedures for Acceptance of Non-Federally-owned chimpanzees (limited to category 3 chimpanzees) into the Federally-supported Chimpanzee Sanctuary system

The process of accepting Non-Federally-owned chimpanzees into the Federally-supported Chimpanzee Sanctuary system consists of several steps:

1. The requester must submit the completed and signed Requester Submission Form (Attachment 1). For each individual animal, for which a request is submitted, a separate Requester Submission Form must be completed. Any incomplete submission will not be processed further.

2. The Director of the Federal Sanctuary, or her/his official representative, will review the submitted Requester Submission Form. If all required information is included and if none of the information results in “the chimpanzee cannot be accepted into the Federally-supported Sanctuary system” (see questions 1 – 3), the Director of the Federal Sanctuary will complete and sign the Federal Sanctuary Submission Form (see Attachment 2). Any incomplete submission will not be processed further. The Federal Sanctuary Board of Directors will review all information submitted by the Requester and the Federal Sanctuary Director. A recommendation from the Federal Sanctuary Board of Directors will be signed by the chairperson (Attachment 2).

3. The collected information and recommendations will be sent to the ORIP/NIH identified Contract Project Officer. The Contract Project Officer along with designated ORIP/NIH Contracting Officer Representative (COR) will review all the documentation and write a summary and recommendation (Attachment 3) which, together with the rest of the information, may be submitted to the members of the NIH Sanctuary Working Group for additional input. If it is determined that the request lacks any of the required components, the request will not be approved.

4. ORIP/NIH staff acting for the Secretary, DHHS, will make a final decision of approval/disapproval of a submitted request for a non-government owned chimpanzee to be accepted into the Federally-supported Sanctuary system at the contractor site.

The criteria for admitting Non-Federally-owned chimpanzees into the Federally-supported Chimpanzee Sanctuary system include:

1. Available capacity

2. Financial resources

3. Staffing

4. Other factors that affect the operation of the Federally-supported Sanctuary, as determined by ORIP in conjunction with the Federal Sanctuary Board of Directors Attachment 1

Requester Submission Form for accepting Non-Federally-owned chimpanzees into the Federally-supported Chimpanzee Sanctuary system

►Only one animal per Requester Submission Form

Date:______________________________________________________________ Requester (name, affiliation, address, contact information):___________________

Chimpanzee (name, ID, age, sex):_______________________________________ Please provide the following information (any incomplete submission cannot be further processed)

1. Who currently owns the chimpanzee? Note: Ownership must be transferred to the contractor of the Federal Sanctuary if accepted for admission. **

2. If the chimpanzee is a male, is he capable of reproducing? Note: All male chimpanzees at the Federally-supported Sanctuary system must be permanently incapable of reproducing. **

3. Is a comprehensive history of the chimpanzee including health and research or other use available and attached to this request? This attachment should provide detailed information on this chimpanzee’s health status, past research status, social history, and other information that may be useful in determining the chimpanzee’s medical and behavioral needs. Note: This information must be made available upon transfer. **

Specifically address the following:

a. Has an appropriate health screening been completed (see Attachment 4)?

b. Who performed the screening and are the results attached to this request?

4. Is the chimpanzee owned and housed at one of the seven National Primate Research Centers (NPRCs)? (if “yes”, please skip 5)

5. Using the standard calculation tables (References: Dyke B, et al., 1995, Am J Primatol 37:25-371; Dyke B, et al., 1996, ILAR J 37:193-1982; National Research Council/National Academy of Sciences, 19973) to estimate the lifetime costs for the care of this animal, what is your estimate for the lifetime costs for the care of this animal?

a. How and by whom will this total cost be covered?

b. If an amount that is less than this estimated lifetime costs will be provided at the time of transfer of the animal to the Federally-supported Sanctuary system, a detailed justification and plans for the coverage of the balance of funds must be attached.

**If this is not possible, the chimpanzee cannot be accepted into the Federally-supported Sanctuary system.

Please provide the following information (any incomplete submission cannot be further processed)

1. Does the Federally-supported Sanctuary system operated by the contractor have the current and future capacity to house the chimpanzee referenced in this request? Note: As part of your response, consider the estimated length of time the specific Non-Federally owned animal listed above will remain in the Federally-supported Sanctuary system. Do you anticipate that this will prevent or delay future transfers of Federally-owned animals into the sanctuary? Please explain your response.

2. Are the calculated lifetime costs for this chimpanzee reasonably accurate based upon the standard calculation tables referenced in Attachment 1? Please provide a detailed explanation of any discrepancy that you have identified, including an explanation of all factors involved in your analysis.

3. Will the Federally-supported Sanctuary system be provided the financial resources needed to care for the chimpanzee? Please explain in detail. If yes, will this amount be held in escrow for this specific animal? If an amount that is less than the estimated lifetime support costs will be provided by the requester, how will the contractor ensure life-long support?

4. If the requester can not provide a lump sum to cover the expected lifetime costs for this animal, does the contractor have non-Federal resources to cover the difference? Will this amount be held in escrow?

5. Does the contractor have sufficient non-federally-supported staff, to care for the chimpanzee? If not, explain plans for accommodation, including source of funds.

6. Does the Federally-supported Sanctuary system have the ability to provide for the safety of the staff and the public? Explain any safety issues, e.g., infectious status, past behavioral issues, etc., and how they will be handled at the Sanctuary.

7. Does the Federally-supported Sanctuary system have the ability to care for the chimpanzee in accordance with the AAALAC standards and Federal Regulations?

8. Was a complete history, including health and use in research, available and provided or will it be provided at the time of the animal’s transfer?

9. Is health and safety information adequate to plan for the chimpanzee’s acceptance?

10. If this is a male chimpanzee that is not vasectomized, will this be accomplished prior to transfer? (if “no”, the chimpanzee will not be accepted). Proof of surgical vasectomy must be provided.
