Statement of Work– Management of History of Medicine Fellowship Program History of Medicine Division, National Library of Medicine

Background:

The mission of the National Library of Medicine (NLM) is to collect, preserve and disseminate biomedical information. In support of this mission the Library has assembled one of the largest collections of biomedical literature in the world and continues to collect in biomedical and related areas. The History of Medicine Division maintains the historical collections for the NLM, including books printed before 1914, journals printed before 1871, historical audiovisual materials, manuscript materials, and historical images in various formats of prints, paintings, and photographs. A conditional gift from The DeBakey Medical Foundation in 2016 enabled the NLM to establish The Michael E. DeBakey Fellowship in the History of Medicine. The Fellowship was created for the purpose of funding research in the collections of the NLM’s History of Medicine Division. Funds from the conditional gift will support onsite research by up to five individuals selected annually who would use the NLM’s DeBakey archives, associated collections, and/or historical collections and related programs of NLM. Each selected candidate ("DeBakey Fellow") would receive a stipend to support travel, lodging, and incidental expenses during the minimum four-week period when he/she is in Bethesda, Maryland, working in the NLM’s History of Medicine Division reading room.

The selected vendor will:

a. Develop and establish, in cooperation with NLM, a flexible process for supporting an indefinite number of participants in the Fellowship (up to five per year) with variable deliverables on an as-needed basis, including setting benchmarks for deliverables and establishing the process of transferring NLM gift funds to the Fellows;

b. Establish in cooperation with NLM, or otherwise identify through cooperation with NLM, the online system and process by which researchers will apply for the Fellowship, and transmit these applications to NLM for review;

c. Receive from NLM the names, contact details, and other details of selected candidates and provide these individuals with their respective stipends to support travel, lodging, and incidental expenses;

d. Provide logistical support to the DeBakey Fellows, to include assistance with arranging travel, procuring suitable lodging, and NIH campus access during their respective Fellowships;

e. Provide reasonably detailed monthly invoices to NLM showing how Fellowship funds were spent during the applicable month, to include planning for months of peak activity when multiple Fellows are traveling and conducting research simultaneously, and other months with limited or no program activity; and

f. Meet with representatives of NLM at least twice annually to discuss the administration of the Fellowships, revise the procedures as necessary, and plan for the subsequent year of the Fellowships.

Technical Evaluation Criteria Minimum Requirements The major evaluation factors for this include technical factors and cost/price factors. Although technical factors are of paramount consideration in the award, cost/price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
