Technical Evaluation Criteria
1. Understanding Requirements and Technical Approach Total Points 100 The Offeror is required to submit:
· The offeror’s understanding and technical approach to the V-Cradle via a five (5) minute video demonstration. A link for the video shall be included within the pdf. Within the demonstration, the offeror shall show all seven (7) technical criteria listed below.
· clarity, feasibility, practicality and logic of the approach in executing these requirements
· mechanism for recognition of potential difficulties in performance and appropriate proposed solutions
Ergonomics (25 points)
1.1. No repeated stressful leaning, reaching, bending forward (e.g. to manipulate glass platen)
1.2 When scanning, operator: stands or sits without awkward foot or chair adjustments to avoid contact with scanner support base; adjusts seating for comfort; can easily access control panel / foot pedals
1.3 Operator can use either control panel buttons or foot pedal to capture images
1.4 Monitor can be positioned directly ahead of operator so that captured images can be viewed without turning from side to side
1.5 Captured images appear on monitor in correct orientation (as printed in item being digitized)
1.6 Lighting positioned / adjustable to protect operator from glare
1.7 Ergonomic ease of operation information is available from current users in locations other than the vendor's facility
1.8 Vendor demonstration video includes: (a) full view of entire device in operation from several angles; (b) operator's seating arrangement with operator seated and using the device and viewing scanned results on device monitor for a minimum of five (5) minutes showing placement, lowering of glass platen and capture of materials that occupy both partial and full scanning area (e.g. a small bound volume, no larger than 5” high X 4” wide, a bound volume that occupies entire length and width of the V-cradle, and a fragile bound volume).
Material Care and Handling (20 points)
2.1 Accommodate a variety of fragile collection materials including books, pamphlets and manuscript pages
2.2 Scan material up to 17” X 24” (ISO A2 size, 595mm X 420mm)
2.3 Option to capture content of one page or foldout of a bound volume at a time;
2.4 Manually adjustable cradles and supports designed to minimize risk of damage to collection materials
2.5 Scan books 4” thick and up to 6" thick
2.6 Support for books opening from 90⁰ to 140⁰
2.7 Materials being scanned are not secured by clamps or holders other than a "V" shaped glass
2.8 Material care and handling clearly demonstrated in vendor demonstration video (see also Category 1.8) Capture mechanism and operation (15 points)
3.1 Capture mechanism uses two (2) combination professional photographic lens/housing and scan back devices capable of achieving 400-600 measurable ppi resolution over the full (17” X 24” / ISO A2 size, 595mm X 420mm) area of both sides of the V-cradle
3.2 Detect and capture content in single action
3.3 Capture device and structure are sturdy and stable and do not move during image capture
3.4 Operator secures item being digitized by lowering a V-shaped anti-reflective glass onto opened item, using device control (e.g. hydraulic-assisted foot pedal) to control the lowering of the glass so there is no damage to the item
3.5 Automated control of capture device, with operator override options for focus, exposure and imaging area dimensions (in relation to book size)
3.6 Operator has capability to set device once to capture all subsequent pages of approx. same size in the same item without additional adjustment
3.7 LED lighting provides constant unwavering illumination that interacts with V-shaped non-glare glass so that there are no light flares in captured images Capture specifications (10 points)
4.1 Meet FADGI calibration benchmarks* when capture system output is measured using a device calibration target (e.g. Golden Thread). Supports both sRGB and Adobe RGB.
4.2 400 ppi - 600 ppi true optical resolution achieved when evaluated with appropriate target / calibration software combination (e.g. Golden Thread)
4.3 As specified in FADGI guidance (p. 16) , Tone Response Curve value as measured using Golden Thread calibration target shall be consistent with sRGB Color Space, with little or no variabilty (achieves minimum 3-star performance level).
4.4 As specified in FADGI guidance (p. 18), White Balance Error as measured using Golden Thread calibration target shall show zero difference when comparing Green-Blue and Green-Red channel values at a minimum 3-star performance level.
4.5 As specified in FADGI guidance (p. 19), Color Encoding Error values as measured using Golden Thread calibration target shall register Level 3 performance for Tolerance B (p. 19 chart).
4.6 As specified in FADGI guidance (p. 24), noise levels as measured using Golden Thread calibration target shall fall within three-star performance level values.
4.7 4.5 As specified in FADGI guidance (p. 25), color channel misregistration shall fall within three-star performance values as measured using Golden Thread calibration target shall
4.8 Operator can choose to have raw capture data converted to uncompressed or compressed TIFF, or uncompressed, losslessly compressed or lossy compressed JPEG2000 files, in 24-bit color, 8-bit grayscale, or bitonal - without downloading raw files and processing separately
4.9 Operator can view successive images on a monitor in correct viewing orientation as they are captured
4.10 Operator can re-scan or insert content as needed to correct mistakes
4.11 When device is correctly calibrated and properly used, content is captured without distortion, loss of detail, noise, or introduction of unwanted artifacts
4.12 Meets FADGI standards for technical metadata capture
Maintenance (10 points)
5.1 Upgrades and updates provided for scanner applications/profiles and device firmware & hardware
5.2 Periodic (minimum semi-annual) on-site maintenance & complete calibration check of capture system focus, lighting, and grayscale and color capture correctness
5.3 on-demand maintenance and technical support as needed (local support preferred); priority one: 24 hours (production issues); priority two: within 5 business days (other issues)
5.4 Warranty coverage of hardware and no-cost replacement of parts covered by warranty System/Network Compatibility, Interface (5 points)
6.1 Scalable USB interface with the control PC
6.2 Integration tested for Windows 7 64-bit compatibility
6.3 Mountable 24" high-definition LCD color monitor for operator viewing of captured images
6.4 Demonstrated device integration with CCS docWorks 6.8 in a library or archive production environment
6.5 Device software to be installed on control PC tested for compliance with United States Govvernment Configuration Baseline (see http://usgcb.nist.gov/) Power (5 points)
7.1 110V
7.2 50-60 HZ
7.3 5 Amp current
2. PAST PERFORMANCE Points: (10) Offerors shall be evaluated for:
· Providing references for past performance
· Providing at least three (3) references for libraries or archives where the proposed device has been in continued daily use to digitize a combination of stable and fragile research materials (e.g. books, pamphlets, manuscripts, broadsides, etc.) for a period not less than 6 months and preferably 1 full year, including Vendor-supplied, regularly scheduled maintenance
