SOURCES SOUGHT SYNOPSIS

The National Library of Medicine, part of the Department of Health and Human Services’ National Institutes of Health, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to acquire limited or copy-cataloged bibliographic records for 600-1500 foreign language monographs. The materials will be a mix specifically of Catalan (1%), Dutch (3%), French (24%), German (38%), Italian (14%), Portuguese (1%), Romanian (7%), and Spanish (12%). It is anticipated that approximately 70% of the items will require copy cataloging and 30% will require original limited level RDA cataloging.

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519120 Libraries and Archives. The small business size standard is $6.5 million. The government anticipates a period of performance of five years (one base year plus four option years) with an estimated start date on or about June 1, 2014.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

EXPERT SERVICES

for

Bibliographic Assistance for

Cataloging of Germanic and Romance Language Monographs and Multi-Part Items

A.

Background Information The National Library of Medicine annually acquires over 1900 monographs in the foreign languages earmarked for this project, and it has an arrearage of over 1000 titles in these languages. NLM requires assistance in cataloging these monographs since it does not have the necessary resources or the language expertise to catalog them.

B.

Purpose and Objectives of the Procurement The purpose of this purchase order is to acquire limited or copy-cataloged bibliographic records for 600-1500 foreign language monographs.

The project is envisioned to consist of a base year period, beginning on or about June 1. 2014, with four one year options for renewal.

C.

Vendor Requirements The vendor shall furnish services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government under the terms of this purchase order, as needed to perform the work set forth in the Statement of Work.

The vendor shall perform the following activities:

Task I.

Preliminary Activities

Subtask A: Searching the Voyager ILS For each title, the Vendor shall search the NLM Integrated Library System (ILS) system to locate the matching in-process record for the title to be cataloged. The matching record may be searched by NLM Shelving Number, MRI (Machine-readable Identifier), title, or text word, or a combination of these.

In the process of searching for the in-process record, the vendor shall ascertain that a cataloged record for the book does not already exist in the system. Name and meeting access point searches are performed as a double check when no record is found under the title or text words from the title. If a cataloged record is found in the NLM ILS instead of or in addition to an in-process record, the item shall be flagged and returned uncataloged to NLM with the positive search results attached (i.e., a printout from the NLM ILS of the matching cataloged bibliographic record).

The Vendor shall notify NLM of any titles for which an in-process record is not located in the NLM ILS and shall defer cataloging of that item until the problem is resolved. NLM will resolve all such problems and provide instruction to the Vendor within three working days of the reported problem.

If, in performing this step, it is recognized that the in-process record is a record that NLM has downloaded as copy from OCLC (i.e., the MARC 040 field does not contain $a and $c of DNLM), then the Vendor shall determine if the copy is AACR2 or RDA by checking the 040 field for $e rda. If the copy is AACR2 proceed to perform Task II, applying the instructions of Task II, Subtask A.1 “AACR2 Copy Cataloging” and all remaining Task II subtasks. If the copy is RDA, proceed to perform Task II, applying the instructions of Task II, Subtask A.2 “RDA Copy Cataloging” and all remaining Task II subtasks.

If, in performing this step, it is recognized that the in-process record is not a record downloaded from OCLC, the Vendor shall proceed to perform Task II, applying the instructions of Task II, Subtask A.3 “Limited RDA Cataloging,” and all remaining Task II subtasks.

The Vendor shall therefore create copy or limited cataloging records for 600-1500 monographs in the foreign languages in the quantities set forth in the delivery schedule. The copy or limited cataloging records shall be prepared as described below in Task II, Subtask A.1 or Subtask A.2 or Subtask A.3 below and shall include Subtasks B-E below, including, description, authority work, subject cataloging, and coding of each monograph.

Subtask B: Items to be Returned to NLM Uncataloged If a cataloged record is found in the NLM ILS instead of or in addition to an in-process record, the item shall be flagged and returned uncataloged to NLM with the positive search results attached (i.e., a printout from the NLM ILS of the matching cataloged bibliographic record).

If the item is a numbered volume of a multi-volume set and a record is found in the NLM ILS for either a previous volume or the multivolume set, return the item to NLM uncataloged as an “Added Volume”.

If the item is a foreign language translation of an original English title return the item to NLM. If the item is a foreign language translation from another foreign language and NLM owns the original title (found by searching the NLM ILS) return the item uncataloged to NLM with a printout of the record for the original title.

If the classification number on the item is W1, W2, or W3 and/or if the item belongs to a numbered series and NLM’s authority record for that series indicates that the series is classed together (060 W1, W2, or W3) return the item uncataloged to NLM as a “Serial Analytic” problem.

Task II.

Cataloging Subtask A: Descriptive Cataloging 1.

AACR2 Copy Cataloging

For items for which AACR2 copy is available, the Vendor shall complete the cataloging in the NLM ILS. The Vendor shall:

a. Verify that all required data elements in the body of the description (beginning with the title and ending with the imprint) match the item in hand;

b. If the matching record found in the NLM ILS has been downloaded from OCLC and Leader byte 17 of the record is coded I, 1, 2, L, 4, 8, 5, 7, K, or M), the Vendor shall alter the Leader byte 17 in the NLM ILS to be the value “7” for limited. For such records, the Vendor shall generally not add or delete any access points except as noted in Subtask B Access Points and Name Authority Work. The Vendor shall complete the record to reflect the bibliographic elements, including series, according to the Anglo-American Cataloguing Rules, Second edition, 2002 revised ed. (AACR2), the Library of Congress Rule Interpretations (LCRIs), and shall apply NLM-required coded fields, as instructed in the NLM Limited Cataloging Manual.

c. If the matching record found in the NLM ILS has been downloaded from OCLC and Leader, byte 17 of the imported record is coded 3, or E, the Vendor shall treat the title as limited and complete the cataloging following Task II, Subtask 3 “RDA Limited Level Cataloging”.

2. RDA Copy Cataloging

a. Verify that all core elements required by RDA are included and match the item in hand;

b. If the matching record found in the NLM ILS has been downloaded from OCLC and Leader byte 17 of the record is coded I, 1, 2, L, 4, 8, 5, 7, K, or M the Vendor shall alter the Leader byte 17 in the NLM ILS to be the value “7” for limited. For such records, the Vendor shall generally not add or delete any access points except as noted in Subtask B Access Points and Name Authority Work. The Vendor shall complete the record to reflect any additional bibliographic elements, including series, considered to be core by the Library of Congress-Program for Cooperative Cataloging Policy Statements (LC/PCC PS) and/or the NLM metadata application profiles (MAP) and shall apply NLM-required coded fields

c. If the matching record found in the NLM ILS has been downloaded from OCLC and Leader, byte 17 of the imported record is coded 3 or E, the Vendor shall treat the title as limited and complete the cataloging following Task II, Subtask 3 “RDA Limited Level Cataloging.”

3.

RDA Limited Level Cataloging

For items for which copy is not available, or the copy is not full or core level, the Vendor shall build on the existing Voyager in-process record for the foreign language title provided to create an NLM limited level RDA cataloging record. The NLM limited level RDA cataloging record created shall be based on the monograph provided, following RDA, the LC/PCC PS, the NLM MAP and any other relevant NLM documentation. NLM follows the PCC guidelines which are currently being revised.

This SOW is based on current documentation and specific instructions may be updated based on revisions to PCC documentation. NLM will notify the Vendor by email of any changes in PCC practices that specifically affect NLM cataloging practices. Any emails sent to NLM staff regarding changes to NLM cataloging practices or policies will be forwarded to the Vendor. In addition, the Vendor will be notified via email when NLM has updated relevant internal documentation. The Vendor will be expected to monitor the PCC website for news and information regarding changing cataloging policies and practices.

To complete RDA limited level cataloging, the Vendor shall:

a. Modify or overtype the data in the matching in-process record to create a limited level cataloging record for the foreign language monograph or multi-part item

b. Describe each item according to the bibliographic elements defined as CORE in RDA and as modified by the NLM MAP, including the following elements:

Title proper

Preferred title for the work (if needed)

First parallel title proper or first parallel title proper in English (if present)

Other title information (if present)

First Statement of responsibility relating to the title proper (if present)

First named creator or other person/family or corporate body associated with the work

c. Complete the record, including all appropriate descriptive elements present in the item according to the specific instructions in RDA and supplying all ISBD punctuation. The Vendor shall apply all appropriate LC/PCC PS.

d.

Code the appropriate elements of the 008 field, even when the 5XX field notes are not being added for bibliographical references and indexes.

Subtask B.

Access Points and Name Authority Work The Vendor shall not evaluate choice of primary access point for records downloaded from OCLC where the imported record contained “pcc” in field 042 [Note: the 042 $a pcc shall be deleted by the Vendor and replaced with nlmcopyc, so note of this needs to take place prior to that step] and/or the imported record contained DLC $c DLC in field 040. In copy records which are not coded “pcc”, the Vendor shall review the choice of primary access point for correctness according to AACR2 or RDA as appropriate. All other access points are retained in the downloaded copy cataloging records, unless it is evident from the piece in hand that, per AACR2, LCRIs, or RDA and the LC/PCC PS, that an obvious error has occurred, or if there is not an authority record for that name access point in OCLC or the NLM authority file. Non-primary access points lacking an existing authority record may be deleted if not required by the NLM MAP. All access points on the final record must have a corresponding authority record, so if the access point is required and it does not have an existing authority record, one must be created.

For copy not originally downloaded as “full” or “core”, the Vendor shall determine according to RDA the correct primary access point and other access points, including numbered or unnumbered series, if present, as required according to the NLM MAP.

Any new authority records created must be coded as RDA. Any authority records used in conjunction with an RDA record must be coded as RDA. Therefore, any AACR2 authorities needed when cataloging an RDA record must be re-evaluated and recoded as RDA following NLM procedures related to authority work located in KnowMan.

Note: The Vendor shall provide NLM with printouts of all authority work performed in Voyager including records before and after edits. It is not necessary to provide printouts of searches resulting in zero hits. Any edits made to the NLM NAF should be flagged for NLM. Vendors are not allowed to perform modifications of authority records in OCLC.

Subtask C.

Subject Cataloging 1.

Subject Headings:

The Vendor shall:

a. Select up to 3 appropriate main headings from the latest edition of the MeSH vocabulary available online via the MeSH Browser at http://www.nlm.nih.gov/mesh/MBrowser.html and NLM instructions.

Record these in MARC 650 $a.

Note: Historical time periods are included in the rule of three in (a) above. However, Pregnancy and Age group descriptors are excluded from this rule.

b.

Apply all appropriate topical subheadings to the main heading(s) as permitted by the instructions in the MeSH Browser available online at http://www.nlm.nih.gov/mesh/MBrowser.html and NLM instructions.

Record these in MARC 650 $x.

If the central concept cannot be expressed by one main heading or main heading / topical subheading combination, up to three main headings or main heading / topical subheading combinations may be assigned to a title.

c.

Additionally add up to three geographic headings as appropriate to the item being cataloged. Record these in MARC 651 $a. Add appropriate topical subheadings to the assigned geographic headings as permitted by the instructions in the MeSH Browser available online at http://www.nlm.nih.gov/mesh/MBrowser.html (Note: only the topical subheadings epidemiology or ethnology may be applied to geographic headings. Record these in MARC 651 $x.)

d.

Additionally add up to three publication types as permitted by the instructions in the MeSH Browser available online at http://www.nlm.nih.gov/mesh/MBrowser.html and NLM instructions. Record these in MARC 655 $a.

e.

Provide subject access for any names (600, 610) or titles (630) discussed in the work. The names must be in the correct RDA format, as they are established in authority records. If an authority record does not exist, one must be created. Do not use the MeSH form of a name if it exists. Provide a related work added entry for a law, act, etc. when it is the subject of the work.

f.

All main headings, main headings and their allowable topical subheadings, geographic headings and their allowable topical subheadings, publication types, form/genre headings must be coded according to NLM instructions.

2.

Classification a.

For all titles cataloged, the Vendor shall verify the correctness of the shelving number in the 060 field in the bibliographic record against the one that appears on the piece in hand. If the shelving number in the record does not match the number on the item, complete the cataloging and flag it as problem for NLM.

For all titles cataloged, the Vendor shall assign an alternate classification number complete with Table G numbering, if applicable, from the latest edition of the National Library of Medicine Classification (available on the web at http://wwwcf.nlm.nih.gov/class/). The Vendor shall transcribe/copy the classification number into a new 060 field. For subjects peripheral to core medicine, pertinent sections of the Library of Congress classification schedules are used to assign the alternative classification number. All alternate classification numbers are coded with an 060 first indicator of 1 to indicate the item is not shelved at this number at NLM.

Subtask D.

MARC Coding, Holdings, and Final Processing 1.

For cataloging records prepared, the Vendor must ascertain that all MARC coding (including the leader and fixed fields) and the local fields are input following NLM instructions. The vendor should perform a validation of the cataloged record utilizing the Validator software provided by NLM. Any errors discovered by the Validator software should be corrected before submitting the completed record to NLM.

For all items the Vendor shall edit the records so that the Encoding Level in the leader is coded as the value “7” for limited and the 992 $p is coded as “EL” for those records not already coded as limited.

2.

When the Vendor is ready to deliver a cataloged item, the Vendor shall a.

Add the 947 field to each bibliographic record to be delivered in a batch. The Vendor shall input a 3-digit code to be determined and the batch number.

b. Add the 994 field to each bibliographic record to be delivered in a batch. The Vendor shall input “CDN” (i.e., Cataloging DoNe) and the date the cataloging was completed.

c. Return to NLM a final “CDN” printout of the NLM ILS bibliographic record, authority records. Insert any necessary flags for the attention of NLM staff.

Subtask E.

Authorization After two weeks necessary for final review and approval of the Vendor’s cataloging by NLM, the Contracting Officer’s Representative (COR) will notify the Vendor by e-mail of any errors requiring correction or that the cataloging records in a particular batch can be authorized.

A cataloging record will successfully be authorized if there are no validation errors present and all associated authority records are accurate and authorized. Record authorization shall be performed only on NLM approved Vendor created bibliographic records according to NLM instructions for changes in the 995 field. Additional instructions in this procedure will be provided in NLM training. The Vendor shall assure that all cataloging records in an approved batch are authorized.

D.

G.

Inspection and Acceptance Requirements The Vendor is responsible for reviewing all bibliographic records and their accompanying authority records to assure that all submitted work will meet the NLM's quality standards.

If, during quality review of a batch, an error is discovered which results from a recent change in cataloging policy and/or practice and that change occurred between the time the Vendor completed the cataloging and NLM is performing the review, it will be returned to the Vendor to correct, but will not be counted as an error. When the Vendor is notified of an error resulting from a recent change in practice, they will be informed of the changed policy/practice and where this change is documented for future reference.

These standards are as follows:

1.

Cataloging Rules

Depending upon the standards used to create the records, quality review will be based on AACR2 rules and LCRIs OR RDA and LC/PCC PS, as modified by the NLM MAP. The number of records containing errors based on these standards must not exceed 15% of the total number of items delivered in a batch.

2.

Authority Work

Every access point must have an authority record present in the Voyager authority file. Eighty-five percent (85%) of all name records (personal, corporate, conference, or uniform title) headings created and/or modified by the Vendor shall conform to the requirements for the establishment of authority records and must be error-free. Ninety-five percent (95%) of all the bibliographic records must use the correct access point.

Subject Headings

The number of records containing errors in assigning subject headings according to the current MeSH vocabulary as selected from the MeSH Browser must not exceed 5% of the total number of items delivered in a batch.

4.

Classification

The number of records containing incorrectly assigned class numbers from the NLM Classification or the Library of Congress Classification schedules records in the alternate call number field must not exceed 5% of the total number of items delivered in a batch.

4.

Typographical Errors

The number of typographical errors must not exceed 5% for all MARC formatted bibliographic cataloging records delivered in a batch.

5.

Coding Errors

There must be no more than one coding error (e.g., indicators, NLM ILS and MARC coding, or NLM-defined local fields) per cataloging record or authority printout, and at least 95% of all cataloging records and printouts delivered in a batch must be free of input/coding errors.

Items which do not meet quality standards will be returned to the Vendor and must be reviewed and corrected at the Vendor’s expense. In addition for any batch rejected (i.e., batches which do not meet the quality standards in Item G (Inspection and Acceptance Requirements) and returned to the Vendor), NLM shall impose the following liquidated damages in accordance with FAR 52.211-11(a) (attached):

a.

If the batch is returned once, NLM shall impose a 10% reduction in the unit price charged for all the cataloged items in the rejected batch. The contractor shall be paid .9 of a unit for each title cataloged in that batch (e.g. if the rejected batch contains 30 items, the Vendor shall bill NLM only for 27 items).

If the batch is returned more than once, NLM shall impose a 50% reduction in the unit price charged for all the cataloged items in the rejected batch. The contractor shall be paid .5 of a unit for each title cataloged in that rejected batch (e.g. if the rejected batch contains 30 items, the Vendor shall bill NLM only for 15 items).

c.

For any materials returned in a damaged condition not previously identified, NLM shall impose a fee for repair or replacement.
