ATTACHMENT VI - NIHES2016078 - GOVERNMENT’S RESPONSES TO INDUSTRY QUESTIONS

Question Number

Reference Question Response

1. RFQ In Article B.3. Option Prices, paragraph C, specifically pages 3 of 36 and 4 of 36, where the government is requesting unit pricing for the Base Period and 4 Option Years, there is a statement in each Item 1-5 that reads “***Cap Rate on Other Direct Costs (ODC) (Repair Parts, Materials, Supplies and Travel, $22,660.00, $23,339.80, $24,039.99, $24,761.19 and $25,504.03”, respectively. Please explain what the government is referring to as “Cap Rate”. Is this to be incorporated into the unit pricing that the potential Contractor proposes?

The cap rates reflect the maximum rate that will be paid for ODCs on each CLIN. Yes, the responder is to incorporate the cap rate into the total CLIN price and unit price being proposed.

2. SOW On page 1 of the SOW under General Requirements, item (h)a.

Preventive Maintenance, excerpt reads as follows, “except all microfuges, which will not receive any preventive maintenance”.

Please clarify the specific instruments in the instrumentation list, Attachment II Sorvall Equipment List that are being referred to as “microfuges.

In this case, microfuge refers to any piece of equipment classified as a microcentrifuge. Microcentrifuge is a common industry term and examples. Sorvall (now Thermo Fisher) uses it as a category distinction when searching for products on their website. So, the contractor should self-determine these items based on model numbers and their industry knowledge.

3. SOW On page 1 of the SOW under General Requirements, item (h)a.

Preventive Maintenance, excerpt reads as follows, “Preventive maintenance of ultracentrifuges shall include an annual boroscopic inspection of all rotors for cracks and defects”. Please clarify the specific instruments in the instrumentation list, Attachment II Sorvall Equipment List that are being referred to as “ultracentrifuges”. According to information in our service literature, we are not able to identify any of the instruments on Attachment II as “ultracentrifuges”.

There may not be any listed on the equipment list at this time, but there may be some in the future based on additions to the contract. This requirement is included to cover any existing (which there may not be any) and/or any future ones.

4. General Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

provide the contract number?

6. General Who is the vendor currently servicing the equipment? See response to 4 above.

8. General Is the contract available for viewing? A copy of the contract is available under the Freedom of Information Act (FOIA).

9. General Is there a service history available? We do not currently have this information.

10. General Is all the equipment up and running? Yes.

11. Fbo notice On the www.fbo.gov website posting, there are two items that appear to contradict each other. Is this RFQ to be competed on “a full and open competitive basis” or is it a total small business set-aside?

This solicitation is being competed as a total small business set-aside.
