Responses to Questions
NIHES2015021 - Preventive Maintenance and Repair of Government Incubators and Shakers
1. Question: Reference in the Statement of Work, 5. Specific Requirements and Tasks, paragraph d. Replacement Parts and Supplies, page 7.
Could the term “manufacturer approved repair parts” be clarified?
• Response: This means that all parts provided should be either OEM parts or parts that are labeled as compatible with that manufacturer and model. What is not allowed is using a Thermo part for an incubator in a NuAire incubator just because they are similar. Furthermore, self-fabricating of replacement parts is not allowed.
2. Question: Reference in the Statement of Work, 5. Specific Requirements and Tasks, paragraph b. Emergency Maintenance and c. Repair Service, page 6.
How will these two types of service dispatches by distinguished when submitted to the Contractor? Will the COR or Alternate COR identify the dispatch as “emergency” when submitted, with specific reasons for the emergency like “samples are at risk of being destroyed” or “important project deadline is pending and instrument needs to be operating properly”?
• Response: Yes, the COR or Alternate COR will identify the dispatch as “emergency” when submitted. Further information may, or may not, be given as to why the COR or Alternate COR (in conjunction with the scientific user) made the emergency versus normal repair service designation.
3. Question: Under Section IV. “Supplies, Services and Prices”, page 3, please clarify the definition of “lot”, “not-to-exceed ceiling price”, “optional services” and “T and M Line item”. How should this pricing be calculated? Does NIEHS need a ceiling price for an entire year, a ceiling price for an individual service request or a lump sum estimate of annual cost of service repairs and relocations outside the contract to be used as a standing order for these situations?
• Response: Please refer to the Statement of Work, Part II. The Contractor should provide a discounted rate and a per unit, per occurrence cost cap. The Government estimates a Not-to-Exceed amount of $75,000 for the base and all option periods for optional services.
