Responses to Questions
QUESTION 1: I understand that the contractor will be responsible for the media buys for this project. Will the contractor be financially responsible for these media buys or will the NIDA be paying those invoices? I will be requesting media kits from the approved vendors on the Statement of Work to help provide a year budget for each platform and want to make sure that I include those in the bid price if the contractor will be responsible for paying those invoices.
ANSWER 1: A fixed-price type of purchase order is contemplated for this requirement.
Quotes should be inclusive of all costs anticipated to perform the Statement of Work.
QUESTION 2: I noticed that Facebook was not listed as an approved vendor. Is there a specific reason why? I am currently doing patient recruitment for a CRO and have had a lot of success using Facebook so I would like to propose using that platform as well, but wanted to see if there were any restrictions on your end first.
ANSWER 2: The Statement of Work states that “Additional advertising outlets may be proposed by the Contractor based on target audience and funding priorities and will be discussed with the study team leads and Contracting Officer’s Representative (COR) on an ongoing basis before implementation and will be subject to institutional approvals.”
Accordingly, Offerors may choose to include Facebook as an advertising outlet in their quotes. However, use of vendors is subject to institutional approval and must comply with Government/NIH policies and guidelines for the recruitment of clinical trial participants/patients.
QUESTION 3: Listed on page nine as a requirement is: "demonstrated success implementing participant recruitment campaigns for various clinical research studies with NIH (or similar clinical research within the Government sector)”. We have demonstrated success generating highly targeted recruitment services for the government/public sector, but not specifically for clinical research studies. With this in mind, would you be willing to accept our formal response?
ANSWER 3: NIDA will accept all formal responses that are submitted on time by qualified small businesses under NAICS code 541810 pursuant to the terms of the Combined Synopsis/Solicitation. Quotes will be evaluated on the basis of a tradeoff method in accordance with the Evaluation Factors (Attachment 2).
QUESTION 4: I just had a question about the cost for the ads that would be paid to 3rd parties (ex: Google, Twitter, Youtube, and newspapers). Does their cost (the cost for the ads) need to be included in our quote or would NIH pay these media networks directly and separately?
ANSWER 4: A fixed-price type of purchase order is contemplated for this requirement.
Quotes should be inclusive of all costs anticipated to perform the Statement of Work.

QUESTION 5: Is there a page limit for the response?
ANSWER 5: There is no page limit for responses to the subject solicitation.
