RFP No. NIHDA-2008065-R page 2 of 4 AMENDMENT 1 (April 2009)
QUESTION 1: The RFP states, “The toll-free lines shall be operational within 3 business days after contract award.”
a) Does the NIA plan to obtain new toll-free numbers for this contract or reuse the existing numbers?
RESPONSE: NIA plans on reusing the existing numbers. Page 32 of the Statement of Work
(SOW), Section 11.1. states, “The Contractor shall arrange for the transfer of the toll-free phone lines.” This Section also states, “NOTE: A Draft Initial Transition Plan should be submitted with the Technical Proposal.”
b) If the NIA plans to use the existing numbers, what toll-free numbers does this statement reference?
RESPONSE: The current toll-free phone numbers, they are 1-800-222-2225 (NIAIC), 1-800-
438-4380 (ADEAR), and 1-800-222-4225 (TTY).
c) If the NIA plans to obtain new numbers, does compliance with this statement require that the numbers are answered by trained staff within 3 business days after contract award?
RESPONSE: Page 18 of the SOW, Section 4.3. states, “The toll-free lines shall be operational within three(3) business days after contract award.”
QUESTION 2: In Attachment 7 regarding the cost assumptions, #22 – it states that NIAIC exhibits will be supported at 10 meetings and ADEAR exhibits will be supported at 7 meetings. Are some of these the same meetings, meaning there are not really 17 total meetings but fewer since there might be some overlap?
RESPONSE: Attachment 7, Additional Business Proposal Instructions gives uniform cost assumptions to be used by all offerors. Item 22 states, “Assume that NIAIC will exhibit at ten (10) national meetings per year. Assume that ADEAR will exhibit at seven (7) national meetings per year.” As the Attachment states, the assumptions, as stated, shall be used by all offerors in preparing their cost proposal.
QUESTION 3: Please provide technical information for the systems that are now used by NIA
Information Resource Center.
a) Are the systems running on Windows platforms? Is IIS the web server software being used?
RESPONSE: Yes, Windows platforms are used. Page 37 of the SOW, Section C.4. includes information under the heading: Implementation of Commonly Accepted Security Configurations for Windows Operating Systems.
RFP No. NIHDA-2008065-R page 3 of 4
b) In what languages are the interfaces to the system written? (e.g. ASP, .NET)
RESPONSE: Page 3 of the SOW, Section C.1.9. states, “The Contractor shall have a .NET framework for developing additional Web applications.”
c) What databases are being used (e.g. SQL Server 2005, SQL Server 2008)?
RESPONSE: Page 12 of the SOW, Section 2.4. discusses the SQL 9 database, along with other specialized databases.
QUESTION 4: Please provide technical information for the following systems:

RFP No. NIHDA-2008065-R page 4 of 4
QUESTION 8: Please specify which websites you plan to migrate to MOSS. Will these sites still be hosted at the contractor facility or migrate to CIT?

QUESTION 9: Please specify what applications or software is currently used for:
Online Publications Ordering - RESPONSE: Customized Windows application.
Rodent Ordering System - RESPONSE: See page 12 of the SOW, Task 2.4.f)
Live Chat - RESPONSE: See response to Question 4 above.
QUESTION 10: In Attachment 7, under “ADEAR” on page 3, the RFP asks for the development of one large publication, two new booklets, and four new fact sheets; then, under Task 7.5.1 (page 4 of
Attachment 7), the RFP tells us to “assume the four fact sheets and two booklets will be created/updated, produced, and printed each year.” Does this suggest, for budgeting purposes, we assume only “four fact sheets and two booklets” each year and do not include the “large publication”?
RESPONSE: Attachment 7, Additional Business Proposal Instructions, item 12, refers to the overall requirements of Task 7 “Product Development and Graphic Design Services”. Item 15, refers to
Task 7.5.1. which specifically deals with ADEAR Center materials – Fact Sheets and Booklets. Item
15 is simply a subset of item 12 reiterating the requirements for that specific subtask.
QUESTION 11: Will the Government consider expanding the page limit, and if so, by how much?
RESPONSE: No. See Attachment 1.
QUESTION 12: Are there page limits on the Appendices and Attachments?
RESPONSE: See Attachment 1.
QUESTION 13: Can samples of print materials and products be treated as an attachment?

QUESTION 14: Can we prepare an electronic product portfolio to be placed on the CD version of the proposed response?
RESPONSE: Attachment 1 does not prohibit placing an electronic product portfolio on the CD
Version. However, you are cautioned that offerors must certify that the information in the paper and electronic copies is exactly the same.
