Evaluation Criteria The Government will award a contract resulting from this solicitation to the responsible offeror’s whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Within the continuum, the Government will employ a “Tradeoff” of technical and past performance in relation to price. Evaluation of technical factors shall be on an acceptable/unacceptable basis. All factors are required to achieve an acceptable rating to be considered technically acceptable. Technical and past performance, when combined, are significantly more important than price.

Technical Capability:

A. The contractor must be able to provide specialized blood products (leukoreduced multiple antigen negative red blood cells, AB plasma, cryoprecipitate and single donor HLA matched platelets). The needs for RBCs will largely include rare, multiple-antigen-negative products for transfusion to sickle cell and other patients who have been multiply-transfused.

B. The products must be collected following current Good Manufacturing Practices (cGMP) and must be FDA licensed if crossing Maryland state border lines. All testing facilities must be certified by either AABB or CAP accredited agencies. Contractor must meet all government regulations for the services and products that they provide.

C. The Contractor must be capable of performing antigen-screening to common and uncommon RBC antigens, including, but not limited to, C, E, K, k, Fy(a), Fy(b), S, s, Jk(a), Jk(b), V/VS, Go(a), Js(a), and U.

D. The contractor must have multiple donor centers throughout the Nation to collect product from diverse donor population.

E. Blood products must be delivered in suitable containers per government transportation regulations. The contractor will provide shipping containers that can be returned to them to be recycled for further use.

F. Estimated annual requirements are 300-400 units of antigen-specific leukoreduced RBC, 50-100 Fresh Frozen AB plasma and 100-200 units of single donor platelets including HLA typed, and cryoprecipitate.

G. The contractor must have 24/7 accessibility and have electronic ordering and tracking system.

H. The contractor must deliver blood products within 24 hours of the receipt of the order. In instances of rare units or nationwide blood shortage the turnaround time can be adjusted.

Acceptable
Meets all technical requirements
Unacceptable
Does not meet the technical requirements

PART II: PAST PERFORMANCE

The past performance evaluation results is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.

Offerors are cautioned that in conducting present and past performance evaluations, the Government may use data provided in the offeror's proposal, any other source available to the Government and data obtained from other sources to include, but not limited, to data independently obtained from other Government and commercial sources.

The Government will evaluate Quality of Performance (how well the contractor has performed on contracts).

All Contractors shall provide a minimum of two (2) references. References should demonstrate the ability of the Contractor to perform jobs similar in scope to the size, nature and complexity of the outlined Proposal. The references shall include the:

· Company name, address, contact person, telephone number, fax number, e-mail address, if available, and number of years Contractor has serviced the referenced account;

· Scope of Work performed within the past three (3) years for each referenced account.

· Total yearly value of the contract work performed

The following ratings shall be used for the Performance Confidence Assessment.

Performance Confidence Assessments

Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

PART III: PRICE

Price will be evaluated separately from the technical and past performance factors and will be evaluated for fairness and reasonability in terms of the Government’s requirement. Price evaluation shall include option pricing and will also be evaluated for the rate of discount applied to the quote.
