Amendment Number: 0001

ANSWERS TO QUESTIONS regarding Solicitation Number NIH-CC-19-011876 Title: 503A and 503B

Outsourcing Facility to supply TPN and other Sterile Compounded Products

Question and answers are numbered below.

1) Is the NIH looking for a single pharmacy to handle all its 503a needs or are you recruiting multiple pharmacies? The concern here for us is that we are located in California and would not be able to meet the requirement for having a TPN delivered within 4 hours from the time of receiving the order.

Answer: As stated under “Basis for Award”, Combined Syn/Sol at 29, last sentence, “503A facilities will not be compared with 503B facilities for this award determination.” No other patient specific orders are anticipated to be needed other than TPN and CRRT.

2) Is the response due by July 24 simply a “yes” or “no” on our end to express interest and followed up by detailed instructions by the NIH on how to proceed or is there a form we can complete and submit?

Answer: See attached addendum to Instructions to Offerors. Also see Combined Syn/Sol at 22 for Instructions to Offerors for questions that must be answered. Also see the Pricing Table attachment.

3) If we can only provide certain services (e.g. no schedule II meds), would we still be able to provide whatever services we can provide and how do we negotiate what will be provided and what will not be?

Answer: Offerors are required to provide pricing for each type of pharmaceutical in the Pricing Table. If the offeror cannot provide the exact type of compound required, so state. Substitutes will not be evaluated in the pricing table, and may or may not be considered a part of the offeror’s evaluated capability. All catalog compounds must be offered as a firm fixed price.

4) Is there a direct phone number for us to contact for further questions and clarifications?

Answer: All communications must be provided by email to the Contract Specialist, Lisa Schaupp at Lisa.Schaupp@nih.gov.
