RFP NIHAO201800001

Management, Operation, Professional, and Technical Support Services for NIAID

Animal Care Facilities

1. Can you confirm that offerors should submit information to help establish price reasonableness or cost realism, but that such information will not be required to be certified?

Certified Cost or Pricing Data is not required for this solicitation. This was included in error.

2. Can you clarify the contract type and how this contract is expected to be invoiced, in reference to the examples and questions below?

Specifically, for reference:

· On page 53 of the RFP it states, “It is anticipated that the award from this solicitation will be a multiple-year hybrid cost-reimbursement and fixed price type contract. The Statement of Work, Technical Exhibit I, identifies which positions are cost-reimbursement and which are fixed price.”

· On page 38 of the Statement of Work, Technical Exhibit I states, “* Marked labor categories are considered highly specialized and will have labor rates negotiated at the time of award, all other labor categories will be awarded with fixed price labor rates.”

· On page 36 of the RFP, general clauses for three different contract types are listed – cost reimbursement, fixed price, and T&M/Labor Hour.

· On page 70 of the RFP, FAR 52.216-31, Time-and-Materials/Labor-Hour Proposal Requirements - Commercial Item Acquisition, was included.

The Government will award a contract that contains both fixed priced elements along with cost reimbursement elements. The positions are marked on Technical Exhibit I of the SOW to determine which positions are fixed and which are costs reimbursement. 52.216-31 is applicable to this acquisition. The labor rates that are fixed price are to be invoiced on a time and material basis. Fixed priced labor categories should be proposed and invoiced on an hourly basis. Cost reimbursement positions will be negotiated upon award to determine the most appropriate salary for highly specialized candidates. ODCs will be invoiced on a cost-reimbursement basis.

• How should costs other than labor (materials and supplies, ODCs, etc.) be included in a response; what contract type will they fall under?

3. Solicitation, Pages 5-6:

a. Are these reporting requirements applicable to this contract, seem to be geared towards a group conducting research/grant language (especially the “Reporting on Select Agents or Toxins….” Section)?

Yes.

4. Solicitation, Pages 22-23:

a. Are these requirements applicable to this contract (Care of Vertebrate animals, contractor to register with the USDA, etc.)?

Yes.

5. Solicitation, Page 25, regarding Article H.15, SOW (page 32) states the government will provide computers and computer services.

a. Since that is the case, do the items in Article H.15 apply to the contractor?

b. If the contractor were to maintain copies of deliverable reports on their system, would Article H.15 apply to the contractor?

Article H.15 does apply to the contractor, this article covers both information security and physical access security for contractors working on a Government site with access to Government information.

6. Attachment 1 - Packaging and Delivery - States: “Additionally, the “Breakdown of

Proposed Estimated Costs (plus Fee) with Excel Spreadsheet” (http://oamp.od.nih.gov/sites/default/files/DGS/contracting-forms/spshexcl_dec2012.xlsx) must be included in the Business Proposal.

c. Are we required to use the provided spreadsheet for our pricing?

d. If yes, this spreadsheet is for a “Costs (plus fee)” type contract; can you provide spreadsheets for this contract type (Cost reimbursement and Fixed Priced)?

e. Should offerors submit two separate spreadsheets, one for each type of pricing?

The Breakdown of Proposed Estimated Costs (plus Fee) with Excel Spreadsheet is not required. Please provide two separate spreadsheets of proposed costs, one for fixed priced labor hour positions and one detailing cost-reimbursement position rates.

7. SOW, Page 1:

f. Will there be a scheduled site visit for any of the work locations listed?

There are currently no scheduled site visits and the Government does not anticipate any site visits prios to award.

8. SOW, Page 10, Item 7 – “Disposable garments will be purchased and disbursed by the Contractor.”

g. Does this apply to the RML site?

Yes.

9. SOW, Page 16-17- Personal Protective Equipment and Uniforms, states “Contractor will provide…”

h. Where do offeror’s add this cost into their proposal?

Please price PPE and uniforms as a cost reimbursement line item within the cost proposal spreadsheet.

10. SOW, Page 19 – Medical Surveillance Programs and Safety Requirement and Medical Care:

a. Where do Offeror’s add the cost that relate to Occupation Health and Safety plan requirements (OCDs)?

Please price these ODCs as a cost-reimbursement line item within the cost proposal spreadsheet.

11. SOW, Page 38, Part 5 - Technical Exhibit 1:

i. Is it acceptable to propose additional labor categories to those already listed under the “Labor Category Descriptions”; to include both highly specialized positions and ‘other labor categories’?

This is acceptable.

12. General: Travel

j. Will any travel be included?

k. If so, where do Offeror’s add this cost into their proposal?

Travel may be included as part of this requirement. Please do not price or include travel costs as a portion of your proposal. Travel costs will be approved by the COR and CO and then added to the contract via a modification post award when required.
