NIHAO200816 Responses to Questions #3 August 25, 2008

Question 1:

Please clarify if each hard copy volume should be in a separate three-ring binder or unbound.

Response:

Each hard copy should be in a separate three ring binder.

Question 2:

An ISSP requires substantial effort to complete. Should the offerer include the effort for this task in the budget for the sample task order in Mali?

Response:

No, offerors do not need to budget for an ISSP as part of the sample task.

Question 3:

3. Section L.b.1.a.4 (page 47 of the RFP) asks offerors to provide a schedule.

Given that there are no defined requirements for an IDIQ, on the basis of what requirements should offerors develop their schedules?

Response:

Offerors should include any timelines or schedules they see as relevant at the overall programmatic level.

Question 4:

Please confirm that offerors are not responsible for payment of rent, utilities, regular office supplies, maintenance for office equipment, monthly charges for telephone and internet service, vehicle maintenance and fuel, and similar charges for research programs.

Response:

Offerors are responsible for payment of rent, utilities, regular office supplies, maintenance for office equipment, monthly charges for telephone and internet service, vehicle maintenance and fuel, and similar charges for research programs for the sample task. The responsibility for these costs may or may not be included in official task order requests.

Question 5:

Since the nature, location and scope of the task orders is unknown at this time, would it be acceptable to address only the offerors areas of capability, experience and strength and not all areas of the statement of work?

Response:

Offerors must address all areas of the statement of work in their technical proposal.

Proposals which only address a specific portion of the requirement will not be considered for award.

Question 6:

Will offerors be responsible for procurement and maintenance of vehicles under this contract?

Response:

Procurement and maintenance of vehicles will be considered an allowable cost under the contract and may be required for specific task orders.

Question 7:

Will foreign nationals be subject to a U.S. National Agency Check and Inquiry?

Response:

When performance is to take place in a foreign location, the offeror should follow the security laws of that country (i.e., follow that country's regulations on Certification and Accreditation and background checks).

Question 8:

Referencing article H.11, do you consider it likely that foreign nationals will need access to NIH electronic mail?

Response:

While it is not anticipated that foreign nationals will need access to NIH e-mail, if they do receive access the requirements of article H.11 will apply.

Question 9:

Can the page limit be revised to exclude the appendices and attachments? Is there a page limit for the business proposal?

Response:

No revisions to page limitations will be made. There is no page limit for the business proposal.
