The National Institute on Aging (NIA), a sub-agency of the Department of Health and Human Services, intends to award a firm-fixed-price purchase order on a sole source basis to MINDSET Core at The University of Mississippi Medical Center (2500 N. State St, Jackson, MS 39216) under FAR authority 12.102. The contracting officer is Michael Gemmill (michael.gemmill@hhs.gov). The period of performance is twelve months, with a response deadline of September 11, 2026 at 12:00 PM EST via email submission.
The contractor will provide methodological and technical expertise in data science to maintain and enhance the BLSA data system, which has accumulated data over more than 60 years including clinical assessments, laboratory tests, imaging studies, and genomic panels. Required services include responding to technical queries, modifying the existing system as needed, maintaining system compatibility as protocols evolve, and ensuring continued storage, integration, and public sharing of study data in accordance with FAIR (Findable, Accessible, Interoperable, Reusable) principles. The BLSA data system comprises the FACTS algorithmic pipeline for data quality control and transformation, the BLSA data explorer for metadata interfaces, and workflows for data sharing. This is a Notice of Intent to Sole Source, not a request for competitive proposals; however, responsible sources may submit capability statements demonstrating knowledge of the BLSA technical specifications and integration with other NIA systems. All interested parties must maintain active SAM.gov registration. The Government reserves the right to determine whether to compete this acquisition based on responses received.
