REGULATORY AUTHORITY
This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Part 5.201 and 5.204 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to approval of the Justification and Approval for Sole Source (J&A).
DESCRIPTION OF REQUIREMENT
The NIEHS has a need to provide all services and supplies necessary to conduct scientific information management and literature-based evaluations in support of the National Institute of Environmental Health Sciences (NIEHS), Division of Translational Toxicology (DTT). The purpose of this requirement is to provide scientific and technical expertise and support for scientific information management and literature-based evaluations related to the evaluation and reporting of effects of environmental substances and other issues that may impact public health.
Nine specific requirement areas under this contract to support DTT within NIEHS include: (1) systematic evidence mapping and scoping reviews of environmental health literature, (2) systematic review and evidence synthesis, (3) report development, (4) document preparation and publication, (5) coordination and management of external peer review, (6) logistical management for advisory group meetings and workshops, (7) provision of scientific or technical consultants with expertise in relevant scientific disciplines, (8) development and implementation of novel tools and informatics approaches, and (9) program management. This is a follow-on contract for the current contract vehicle with ICF International. The period of performance for the proposed sole source action is anticipated to be one year, with one additional six-month option period, and an estimated start date of January 2025. The proposed sole source action will also include an optional six-month extension in accordance with FAR 52.217-8 to account for any unforeseen delays. This will assure uninterrupted access to SIM services provided under the current contract to prevent a lapse in service and disruption of mission-critical research while a new follow-on contract for SIM is negotiated under full competitive procedures.
