About this file

This document provides answers to questions regarding a request for proposals for the development and maintenance of an aged rodent tissue bank. The contractor will be required to procure and flash freeze unfixed tissues from aged rodent colonies maintained by the National Institute on Aging. The tissues must be suitable for various molecular biology, histological, and cytochemical research protocols. The contractor will also formalin-fix or ethanol-fix tissues and create tissue arrays as needed. There is no maximum total or direct cost limit. All proposals over $700,000 must include an acceptable small business subcontracting plan. Additional budget documentation may be required later in the process. The contractor will maintain frozen tissues in three freezers provided by the government as government furnished property.

Text version

1) What constitutes one tissue array? Typically the contractor gets a request for “one tissue array” per year. This may vary according to the request, for example a researcher may ask only for a microarray that has samples from a cohort of 5 liver tissues from young (4 month old) C57Bl/6 mice and 5 old (24 month-old) C57 Bl/6 mice. This will constitute a “one tissue array”. Another researcher my request a microarray that has brain tissue from young and old rats, this will be another example of “one tissue array”. Wherever possible, the NIA contractor will accommodate the researcher request.

2) Is there a maximum total cost or total direct cost per year or per project length? No. There is no maximum total cost or total direct cost per year or per project length.

3) The RFA instructions state: “If the proposed contract exceeds a total estimated cost of $700,000 for the entire period of performance, the offeror shall be required to submit an acceptable subcontracting plan in accordance with the terms of the clause entitled "Small Business Subcontracting Plan." Does this apply to universities? Yes. All proposals must contain a small business subcontracting plan.

4) Data Other than Certified Cost or Pricing Data: At the proposal stage, is there additional information / supporting documentation that we need to provide with our budget? Will we need to certify costs at this stage? Or does this come later at just in time, or if the award is going to be awarded? Please see “Data Other than Certified Cost or Pricing Data” on page 69 of the RFP for submission instructions.

5) The proposal may include using web portals to promote access to the tissues. Will we need to submit the HHS Section 508 Evaluation Template? Yes.

6) The Statement of Work mentions that the Contractor shall maintain frozen tissues in three freezers. Are these freezers government owned, and temporarily transferred to the Contractor?

Or will the Contractor need to purchase the freezers for tissue storage? These freezers are Government Furnished Property and the transfer of them will need to be coordinated between the awardee of this contract and the current contractor.
