NIAID-RFQ20-1998059
STATEMENT OF WORK
1) BACKGROUND INFORMATION
The National Institute of Allergy and Infectious Diseases (NIAID) Laboratory of Infectious Diseases (LID) focuses primarily on viruses that play an important role in diseases of the respiratory and gastrointestinal tracts, the liver, and the reticuloendothelial system. Currently, LID employs the techniques of viral mutants that prove useful for prevention of disease. A number of promising live attenuated viral vaccines and virus-specific immunotherapies are under development and evaluation.
The Laboratory of Clinical Immunology and Microbiology (LCIM) integrates basic and clinical research of immune function and studies of pathogens, including those that infect the immunocompromised host. The laboratory has a comprehensive research program ranging from microorganisms to host defense, with a special emphasis on understanding the molecular pathophysiology and genetic determinants of disease in both microbe and host, as well as on developing novel therapeutic approaches to the treatment of immune disorders, including bone marrow transplant, gene therapy and new targeted pharmacological interventions. The LCIM trains fellows in the medical specialty of Infectious Diseases. In the laboratories and clinics the LCIM studies (1) the epidemiology, pathogenesis, pathophysiology, treatment and underlying risk factors of infectious diseases, including Aspergillus, Cryptococcus, and Candida; mycobacterial infections, including the nontuberculous mycobacteria and M. tuberculosis; as well as other bacterial infections that include gram negative and gram positive organisms, Chlamydia and Lyme disease; and (2) the pathogenesis, pathophysiology, and treatment of autoimmune lymphoproliferative syndrome (ALPS) and related lymphoproliferative disorders, autoinflammatory diseases, and a broad range of inherited primary immunodeficiencies (PID), including PIDs with associated Omenn Syndrome or other severe immune dysregulation-mediated autoimmunity; and (3) application of stem cell and immune cell transplantation and/or gene transfer technologies for correction of disorders of immune function.
Laboratory of Bacteriology (LB) studies bacteria that cause important human infections, including Chlamydia, Coxiella, Francisella, Rickettsia, and Salmonella. In addition, LB conducts research with pathogens listed as serious or urgent threats in the National Action Plan for Combating Antibiotic-Resistant Bacteria, such as methicillin-resistant Staphylococcus aureus (MRSA) and carbapenem-resistant Klebsiella pneumoniae. The ultimate goal of our research is to identify novel or improved strategies to control bacterial diseases, including development of diagnostics, vaccines, and therapeutics.
Studies in the Laboratory of Parasitic Diseases (LPD) focus primarily on the prevention, control, and treatment of parasitic and bacterial diseases that affect the globe. Their research is primarily targeted at the identification of immunological and molecular targets for disease intervention. Currently, LPD is working on uncovering basic aspects of the host-pathogen interaction in both humans and experimental animal models as well as in invertebrate vectors that transmit medically important parasites.
To perform these studies, various instruments and tools are utilized. Autoclaves are heavily used by LID, LB LCIM and LPD researchers to sterilize laboratory glassware and to sanitize any potential hazardous items before disposal in approved safety containers. This requirement is vital to maintain ongoing experiments throughout the Institute. The four autoclaves, located in of Building 50, would be included under this agreement. They are used on a daily basis by all labs during the year. They need a preventive maintenance agreement to make sure they stay in working order.
2) PURPOSE AND OBJECTIVES
The purpose of this requirement is to obtain a preventive maintenance plan for the four autoclaves located in Building 50 of the NIH Main Campus. Ongoing preventative maintenance will reduce the risk for costly repairs that will cause the labs to be backed up on their autoclaving work.
3) SCOPE
The scope of the requirement is to provide service and maintenance of autoclaves currently in place in the lab.
4) CONTRACTOR REQUIREMENTS:
The Contractor shall provide a premium care service plan which includes:
i. All labor and travel for equipment inspection, installation of replacement parts, and preventative testing during scheduled preventative maintenance
ii. The Contractor shall contact the Administrative Office in Building 50, to schedule quarterly Preventive Maintenance at least 2 weeks prior to performing preventive maintenance on autoclave units.
iii. All labor and travel for repair calls for equipment failures between preventive inspections
iv. Consumables, parts, travel and labor if required during preventative maintenance or repair calls to guarantee that the autoclaves are maintained in full, working order
v. Phone, online and on-site response support. Phone and online support shall be responded to within four (4) hours after first contact. Diagnosis of any issues by a qualified service engineer shall be conducted within twenty-four (24) hours of any maintenance or service call.
vi. The Contractor shall report to on-site preventative maintenance calls timely at the scheduled date and time. The Contractor shall report to on-site repair calls within twenty-four (24) hours, with necessary parts and consumables.
vii. The Contractor shall provide preventive maintenance (PM) inspections scheduled during normal working hours of 8:00AM Eastern through 5:00PM Eastern, Monday through Friday.
5) CONTRACTOR SUPPLIED MATERIALS
The Contractor shall provide all necessary parts, consumables, equipment, travel and labor necessary to perform planned preventative maintenance and repairs for the autoclaves.
6) GOVERNMENT FURNISHED EQUIPMENT/MATERIALS
The Government shall provide the Contractor access to the autoclaves, which are registered NIH property, to perform preventative maintenance and/or repairs.
7) REPORTING REQUIREMENTS AND DELIVERABLES
The Contractor shall inform the biological safety technician (federal employee) and the Administrative Office (federal employees) when preventative maintenance is due. The Contractor shall also inform them on the operating status of the autoclaves and shall provide reports after the service calls. The Contractor shall be responsible to producing documentation after any preventative maintenance and repair calls that include the following, but are not limited to:
• status of the machines
• actions performed during the preventative maintenance or repair service of the autoclave units
• any recommendations for the repair and/or maintenance of the autoclave units after quarterly PMs and service.
Contractor shall provide copies of the reports and any documentation to both the biological safety technician and the Administrative Office.
8) INSPECTION
Inspection will be done primarily by the biological safety technician previously mentioned. All work shall be inspected and approved by a Government official at the completion of each service call. All work shall be completed in accordance with industry standards.
9) PERIOD OF PERFORMANCE
Period of Performance shall be 365 days after date of award, plus two (2) option years.
Anticipated Period of Performance is:
Base: February 14, 2020 – February 13, 2021 Option Year 1: February 14, 2021 – February 13, 2022 Option Year 2: February 14, 2022 – February 13, 2023
10) LOCATION OF PERFORMANCE
