PURPOSE: This amendment is to provide responses to questions which may be useful to all potential offerors.
QUESTION/ISSUE 1:
How is the intellectual property associated with newly discovered compounds being handled?
RESPONSE:
Generally Contractors retain ownership (i.e., title) of the IP rights governing the technologies and information they develop or deliver under the Government contract while the Government receives a non-exclusive license to use the IP.

QUESTION/ISSUE 2:
We are developing nucleic-acid based nanostructures and have found that some of them have strong adjuvant activity. We are proposing to screen nucleic acid constructs to determine sequence, shape, and configuration responsible for better adjuvant activity.
RESPONSE:
The solicitation requires the offeror to screen compound libraries in Study Area 1 but does not define the nature of the compounds to be screened for adjuvant activity. Therefore, screening nucleic acid structures as adjuvants is acceptable. Furthermore, such nucleic acid libraries can be generated by the offeror as an activity in Study Area 1.
