AMENDMENT #1 RFP NIAID-DAIDS-NIHAI2016071 2
The solicitation is hereby amended to provide the following responses (and revisions, where applicable) to questions received from potential offerors:
Question 1
1. When is the start date of this contract?
a. A start date of December 29, 2017 is listed on the following pages of the solicitation: page 13 (Article F.1 Period of Performance), page 17 (Article G.6.
Post Award Evaluation of Contractor Performance) and page 37 (Section L.1.c.Type of Contract and Number of Awards).
b. Whereas, a start date of March 1, 2018 is listed in Attachment 5, Additional Business Proposal Instructions and Uniform Cost Assumptions, page 1.
Response to Question 1
In response to Questions a-b, the start date of the contract is December 29, 2017.
By virtue of this amendment, Attachment 5, Additional Business Proposal Instructions and Uniform Cost Assumptions, Section 3 – Uniform Cost Assumptions, paragraph 1), is hereby revised, in order to reflect the correct start and end date of the Base Period, which is December 29, 2017 through December 28, 2018. Specifically, the second sentence of paragraph 1), Section 3 – Uniform Cost Assumptions, Attachment 5, Additional Business Proposal Instructions and Uniform Cost Assumptions, is hereby revised to replace the phrase “March 1, 2018 through February 28, 2019” with “December 29, 2017 through December 28, 2018”, which shall read as follows: “The period of performance will be for one year beginning approximately December 29, 2017 through December 28, 2018.” All other terms and conditions of paragraph 1), Section 3 – Uniform Cost Assumptions, Attachment 5, Additional Business Proposal Instructions and Uniform Cost Assumptions remain unchanged and in full force/effect.
Question 2
The description of Options 7-20 (Options for Increased Level of Effort) specify that the “Contractor shall provide resources for the unanticipated increase in work volume by 1.0 Full Time Equivalent (FTE) for each option exercised.” Likewise, the description of Options 21-27 (Options for Increased Level of Effort) specify that the “Contractor shall provide resources for the unanticipated increase in work volume by 0.5 FTE for each option exercised.” Is it correct that the “resources” provided will include salary and fringe for the FTE, as well as a budget for the supplies to be utilized by that FTE for the period of the Option?
Response to Question 2
Yes, your understanding is correct. For each specific option, the Offeror shall budget for all resources/costs associated with that option (e.g., salary, fringe, materials and supplies, indirect costs, etc.).
AMENDMENT #1 RFP NIAID-DAIDS-NIHAI2016071 3
Question 3
Will the quarterly and annual reports be submitted only electronically? The second sentence of the first paragraph under Article C.2 (pg. 7 of the solicitation) indicates that “in addition, one hard copy of each report shall be submitted to the Contracting Officer.” In paragraph c., Report Submission, of the same article (pg. 9 of the solicitation), the ‘Quantity’ specified for submission to the Contracting Officer is “1 electronic copy each report.” The reporting requirements of the current contract are electronic only.
Response to Question 3
All required reports and deliverables are to be submitted in electronic format, unless otherwise stated. By virtue of this amendment, the second sentence of the first paragraph under Article C.2 Reporting Requirements (i.e., the requirement for one hardcopy of each report) is hereby deleted.
All other terms and conditions of this article remain unchanged and in full force/effect.
