AMENDMENT #3, RFP NIAID-DAIDS-NIHAI2014013
Questions from Potential Offerors:
Question 1:
Sub-contractor Budgets: [We are] working with a number of subcontractors on the preparation of our proposal. The RFP instructions indicate that both the prime contractor and any subcontractor need to submit a detailed budget using the excel template provided in the RFP. From the RFP: “A complete breakdown and summary sheet for each proposed subcontract must be included with the prime proposal. The same format should be used for both the prime and subcontract proposals.” Questions: (a) Please confirm that our understanding of this guidance is correct; (b) Also, does NIH require a detailed budget in the same format from sub-contractors that Prime anticipates will be fixed price sub-contractors or is a quote from a fixed price sub-contractor sufficient?
Response to Question 1:
1. (a): Yes, your understanding is correct.
1. (b): Please include a detailed budget.
Question 2:
The RFP indicates that we should budget separately for each Task Area. Our assumption is that we would submit a detailed excel template (the format provided in the RFP) for each Task Area and one consolidated budget for the cumulative proposal costs as follows: (a) Task Area 001: 1 excel file for Task Area 1 budgeting for 7 separate years (base period and option years); (b) Task Area 002-01: 1 excel file for sample Task Area 2; (c) Task Area 003: 2 separate excel files one for sample Task Area 003-1 and the other for sample Task Area 003-2; and (d) an excel file consolidating all proposal costs (all sample task areas).
Please confirm that our understanding and plan for the submission of the cost proposal is accurate and/or please provide corrections as needed.
Response to Question 2:
Yes, your understanding is correct.
Question 3:
Under Attachment 9, Section 3, a total number of task orders for each task area to be awarded under the Contract is provided describing the general Scope of Work of the Contract. Our assumption is that we budget only for the sample task areas described in the RFP and not for the annual assumptions for each Task Area provided under Section 3.
Please confirm our understanding is correct.
Response to Question 3:
Yes, your understanding is correct.
