Please note that we do NOT intend to extend the due date for submission of proposals as a result of this amendment. The date specified for receipt of proposals remains unchanged.

The purpose of this amendment is to address several substantial questions that have been submitted by interested offerors:

Question 1: Will a proposal be considered responsive if we propose to use a model in lieu of the required SCID-hu Thy/Liv model?

Response 1: As specified in the Statement of Work (Attachment 3 of the solicitation), offerors must have in place two humanized mouse models, one being the SCID-hu Thy/Liv model (failure to provide the SCID-hu Thy/Liv model would render your proposal unresponsive to the requirements of the solicitation).

AMENDMENT #3 RFP NIAID-DAIDS-NIHAI2012153 2

The second humanized mouse model must consist of immunodeficient mice engrafted with human fetal thymus and liver tissue and other cells and/or tissues, such that the model (or mice) has the following characteristics: can be infected by the systematic or mucosal routes, reconstitutes gut-associated and other lymphoid tissues, and develops viremia and disseminated infection in engrafted human tissue. Such engrafted, infected mice should be capable of supporting longitudinal studies of infection.

Question 2: Do the animal protocols have to be fully executed prior to proposal submission or can they be in “pending” status at the time of proposal submission?

Response 2: The protocols must be in place at the time of contract award.

Questions 3: Is there a preferred system to acquire and store data?

Response 3: The Statement of Work does not specify a “preferred” system for data acquisition and storage; it is up to the offeror to propose what they feel is proper and adequate, based upon the requirements described in the Statement of Work (Attachment 3 of the solicitation).

Question 4: Is there a due date for submission of all questions regarding this solicitation?

Response 4: There is no due date for questions regarding the solicitation, but we encourage offerors to submit all questions in a timely manner (e.g., by February 28, 2013) so that we have sufficient time to address them, as we do not intend to extend the due date for submission of proposals.

All other areas of the notice, including the Solicitation document remain unchanged.

Offerors must acknowledge receipt of this Amendment by identifying this amendment number and date of the amendment on each copy of the proposal submitted. Failure to receive your acknowledgement may result in the rejection of your proposal. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.
