About this file
This is a Notice of Intent to Award from the Michigan Department of Health and Human Services, Bureau of Grants and Purchasing, recommending an award for RFP 260000002483 to provide Title II Grant Evaluator services. The solicitation was posted on SIGMA VSS on August 18, 2026, for a four-week period with a proposal due date of September 15, 2026. Four vendors submitted proposals. The contract term is three years with up to two one-year renewal options. The evaluation was conducted by a Joint Evaluation Committee consisting of four voting members from the Michigan Department of Health and Human Services' Juvenile Justice divisions. The evaluation criteria weighted technical factors including vendor questions (10 percent), Statement of Work sections addressing evaluation planning and OJJDP data systems (30 percent), project methodology (25 percent), implementation approach (25 percent), and disclosure of subcontractors (10 percent).
Altarum Institute of Novi, Michigan, was recommended for award in the amount of $1,094,756.84 following second-round negotiations, based on achieving a perfect technical score of 100 out of 100 points and offering the best value to the State. The award recommendation cited Altarum's superior technical qualifications, proposed higher number of in-person site visits, appropriate staffing levels aligned with contract requirements, current knowledge of OJJDP systems, and risk mitigation planning. Economic impact considerations also favored Altarum, which operates 53 employees within Michigan at an average wage of $63.51 per hour, the highest among competing bidders. The competing bidders scored 77 (BluePeak Data Consulting LLC, deemed non-responsive and non-responsible), 95 (Public Policy Associates LLC, which proposed $532,495.53 in second-round pricing), and 77 respectively. No set-asides were applicable, as none of the bidders qualified as Service-Disabled Veteran Owned Businesses or Geographically Disadvantaged Business Enterprises except Public Policy Associates LLC and Altarum Institute, which were designated as GDBE but were not subject to explicit set-aside requirements.
