About this file

Summary

This is an Award Recommendation and Evaluation Synopsis document issued by the Michigan Department of Technology, Management & Budget's Procurement office regarding RFP 260000000604 for Temporary Medical Staffing Services. The solicitation sought qualified contractors to provide temporary medical staffing services across Michigan state facilities. The RFP was posted on SIGMA VSS on March 17, 2026, for a 41-day solicitation period, with proposals due on April 27, 2026. A total of 50 bidders submitted proposals. The contract term is three years with up to three one-year renewal options. The Notice of Intent to Award was issued on October 23, 2026, recommending awards to four contractors: ATC Healthcare Services, Amergis Healthcare Staffing, P.I.E. Management, and Cell Staff. These recommendations are pending State Administrative Board approval, if applicable.

The total award amount is $177,000,000, allocated equally at $44,250,000 per contract across the four selected contractors. The evaluation process assessed proposals based on three technical criteria: General Requirements (60 points), Staffing capabilities (25 points), and Vendor Questions Worksheet (15 points), with an 80-point minimum threshold required for pricing consideration. The four recommended contractors scored between 90 and 96 points and demonstrated capacity to provide competitive rates for all positions, including historically difficult-to-fill roles, while maintaining balanced compensation structures. All four bidders demonstrated relevant experience placing staff in correctional and psychiatric environments, which was a key evaluation factor. Pricing was evaluated for all responsive bidders meeting the technical threshold, with second-round pricing requested from qualifying contractors during negotiations.
