About this file
This is a Notice of Intent to Award (NIA) issued by the Michigan Department of Technology, Management and Budget, Financial Services, Operations office for the Cadillac Place Cooling Tower Repairs project. The solicitation, RFP 260000002250, was posted on SIGMA VSS on June 18, 2026, and required proposals by July 2, 2026. The project involves repairs to two cooling tower units at Cadillac Place and represents a re-bid of RFP 26*1721, which was previously awarded to a contractor but subsequently cancelled due to parts omissions from a supplier. The contract term extends through project completion, estimated for winter 2026, with no renewal options. Two bidders submitted proposals: Systemp Corporation and Tower Service and Supply, neither of which qualified as a Service-Disabled Veteran Owned Business (SDVOB) or Geographically Disadvantaged Business Enterprise (GDBE).
Both bidders received identical technical evaluation scores of 100 out of 100 points based on a weighted criteria assessment covering the Statement of Work sections, warranties, part availability considerations, and vendor responses. Systemp Corporation was recommended for award at a total price of $542,516.85, comprising $271,258.43 per cooling tower unit, representing a lower bid than Tower Service and Supply's $635,000.00 total ($317,500.00 per unit). The evaluation committee determined that Systemp Corporation's previous satisfactory project performance, demonstrated expertise, and lowest pricing justified the award recommendation pending State Administrative Board approval. The solicitation did not specify dedicated funding sources or special set-asides beyond standard responsible vendor requirements.
