About this file
This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management and Budget (DTMB), Financial Services, Operations office for RFP 260000001721 regarding Cadillac Place Cooling Tower Repairs. The solicitation sought contractor proposals for repair services on two cooling tower units at Cadillac Place. The RFP was posted on SIGMA VSS on April 9, 2026, at 8:08 a.m., with a proposal due date of April 20, 2026. Two bidders submitted proposals by the deadline: Systemp Corporation (Auburn Hills, MI) and Tower Service and Supply (Grosse Pointe Farms, MI). The contract term extends through project completion, anticipated for September 2026, with no renewal options. The Notice of Intent to Award was issued on April 30, 2026.
Both bidders achieved identical technical evaluation scores of 100 out of 100 points across all evaluation criteria, including Schedule A Statement of Work sections and vendor questions. The pricing evaluation revealed significant cost differences: Systemp Corporation proposed a total price of $370,984.00 ($185,492.00 per cooling tower unit), while Tower Service and Supply proposed $635,000.00 ($317,500.00 per unit). The award recommendation was made to Systemp Corporation based on the lowest price offered while meeting all responsiveness and responsibility requirements. The evaluation team determined that negotiation of Systemp Corporation's price was not justifiable given the bidder's prior satisfactory project performance, demonstrated knowledge and expertise, and substantially lower pricing. The award is pending State Administrative Board approval if applicable.
