About this file
This document is a Justification for Exception to Fair Opportunity for a Multiple Award Contract (MAC) Order for Naval Hospital Twentynine Palms (NHTP). The procurement is a sole source, short-term 12-month contract with Verizon Wireless for cellular and data services covering 130 devices across multiple medical facilities in California, including 13 iPad Pro 11 Inch, 5 iPad Pro 12 Inch, 95 iPhone SE 22, and 17 Jetpack MIFI 8800 devices. The contract will provide unlimited data, voice, and text services for command-issued phones and wireless air cards, with a performance period from 11/19/2025 to 11/18/2026.
The justification for the limited source procurement is based on urgent service needs and continuity, with market research conducted through mandatory sources AbilityOne and Unicor yielding negative results. The procurement follows DoD directives to use NAVSUP FLC San Diego's Wireless Services Contracts (Spiral 4) and will be solicited under a Multiple Award Contract (MAC) IDIQ. Verizon is the incumbent provider, previously found to offer the best cellular service in Twentynine Palms, China Lake, and Bridgeport, and has a history of providing infrastructure upgrades at no additional cost to the government.

The placement of a firm, fixed price order is anticipated.
2. Limited to the following source(s). The proposed acquisition is to award a sole source, short term 12-month follow on contract to Verizon for cell phone service including unlimited data (voice and text) to ensure optimal 4G coverage capabilities within the geographical region of Twentynine Palms, California, where 5G technology is not currently available. Naval Hospital Twentynine Palms (NHTP) requires command-issued cellular phones with data, voice and text services, along with data service for wireless air cards and tablet devices for use by NHTP personnel aboard the NHTP, Adult Medical Care Clinic (AMCC), Branch Health Clinic China Lake (BHCCL), Branch Health Clinic Bridgeport (BHCB), and while TAD/TDY or away from the aforementioned locations. NHTP currently has a total of 130 devices broken down as follows: 13 iPad Pro 11 Inch 5 iPad Pro 12 Inch, 95 iPhone SE 22 and 17 Jetpack MIFI
8800. POP: 11/19/2025-11/18/2026
3. Identification of the justification rationale. The statutory authority which permits not providing each awardee a fair opportunity to be considered for each order exceeding the micro-purchase issued under a multiple award contract is 10 U.S.C. 2304c, as implemented by FAR 16.505(b)(2). The justification for limiting sources is the need for the services is so urgent that providing a fair opportunity would result in unacceptable delays. Verizon is currently providing this service under contract HT941025F0011with a completion date of 11/18/2025. A short-term contract is necessary to avoid any disruption of services while preparing for the long term 5-year competed contract.
4. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources.
In order to ensure that all command-issued phones will work when necessary and to continue to use current cellular and data services, NHTP needs to continue the contract with Verizon Wireless. Per the UFC 4-510-01, a Code Blue system is required at Military Medical Treatment Facilities (MTF) and appropriate personnel need mobile capability for use with the Code Blue system (12-9.7.4, page 199).The proposed short-term contract will avoid service gaps and provide ample procurement lead time for the FY27 long term competed contract.
5. Provide a description of the market research conducted among schedule holders and the results OR a statement of the reason market research was not conducted.
On October 202 , market research was conducted via mandatory sources: AbilityOne, and Unicor, which returned negative results. Verizon Wireless is currently providing this service under contract HT941025F0011 with a completion date of 11/18/2025. A short-term contract is necessary to avoid any disruption of services while preparing for the long term 5-year competed contract. for the long term 5-year competed contract.
