Description of the supplies or services required, the estimated price/cost, and required delivery date.
Naval History and Heritage Command, Detachment Boston (NHHCDB) is the maintenance and repair facility supporting the USS CONSTITUTION. As part of that function, NHHCDB owns a LINKBELT Crane Model RTC80130 used to rig the ship, lift on various items in support of the ship and support the ships underway movements.
LINKBELT Crane Model RTC80130 requires the
The proposed cost for the replacement service is The requested services represent the minimum requirements of the Government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
NHHCDB requires the LINKBELT Crane Model RTC80130 to be serviced by an original equipment manufacturer (OEM) certified contractor for LINKBELT cranes. Per Naval Facilities, NAVFAC, Navy Crane Center, Weight Handling Management Manual P-307, Chapter 10.8.3: During all phases of assembly/disassembly, all OEM requirements pertaining to assembly/disassembly and any additional AEPs shall be followed. If OEM procedures are not available, the assembly/disassembly procedures shall be reviewed by the Navy Crane Center, Code 03. The rated capacity of the crane, equipment components (including rigging), lifting lugs, and equipment accessories shall not be exceeded.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The majority of the crane maintenance will be Woods CRW is a specifically certified OEM that has been certified and approved by
LINKBELT and meets the Navy Crane Center requirement. SRW has been servicing NHHCDB s LINK Belt Crane since it was obtained. They posses the entire recorded maintenance history of the crane and are uniquely qualified to perform the necessary repairs as they possess a detailed accounting of all previous repairs and can reference it to accurately determine current maintenance requirements. Another vendor will not have access to the historical maintenance logs.
Other information to support a sole source action:
CRW is the only known responsive vendor within a 75 mile radius to provide the unique maintenance services and have the ability to respond quickly to the requirement without the burden of travel expenses and arrangements. To ensure that the crane maintenance is consistent with previous work done, the crane must be services by CRW who have reliably performed maintenance on it since its initial acquisition. Attempting to find another OEM certified vendor that meets the Navy Crane Center requirements in the Northeast region would cost the Government additional unnecessary time and funding to familiarize them with NHHCDB s LINK Belt crane.
