5. Reasons for Authority Cited:

Paratec North America is the sole manufacturer of the TR-21-0 Parachute System and supporting components. There are no other manufacturers of a low altitude personnel static line parachute for mass tactical infiltrations that can be both drogue and static line deployed. Evaluation of the Paratec TR-21-0 is essential to the US Government to understand and characterize the state of the art of static line personnel parachutes and to help inform requirements development for the Next Generation Static Line (NGSL) personnel parachute system. If this justification is not approved, the US Government will not be able to evaluate the potential performance benefits and limitations of a drogue and static line deployable personnel parachute, which may result in the development of system requirements that are not technically feasible or may have unintended consequences. Additionally, the transition of technologies to PEO Soldier at the conclusion of the NGSL project will be limited, and PEO Soldier will lack sufficient information on state of the art static line personnel parachute capabilities to assist in their acquisition planning activities.
