About this file

This Statement of Objectives (SOO) outlines Space Systems Command's (SSC) requirements for Next Generation Enterprise Security Services (NGESS), a new contract requirement for enterprise-wide, multi-level security services supporting domestic and international programs. The services require capabilities for managing operational and acquisition program protection at Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) levels. Key service areas include IT security (information assurance, cyber defense, network management), physical security, administrative security (personnel, documents, training, COMSEC, OPSEC), and secured facilities at all classification levels.

The contract will be overseen by a Contract Allocation Board (CAB) led by SSC's Director of Security, with potential structuring as a pool of contractors competing for task orders. Required positions include Security Managers, Cybersecurity Engineers, Information Systems Security Officers, Network Architects, and various security specialists, with some positions designated as Mission Critical/Essential requiring government-approved resumes. The contractor must provide monthly metrics on staffing, training, turnover, security incidents, and performance. Government-furnished equipment and facilities may be provided, though contractors may need to arrange their own facilities if government space is unavailable. The SOO emphasizes the need for continuity of service and includes provisions for removal of personnel for security, safety, or performance reasons.

Statement of Objectives (SOO) – Next Generation Enterprise Security Services (NGESS)

Technical Services Sought:

Space Systems Command (SSC), in conjunction with its mission partners, is seeking to contract full time, enterprise-wide, multi-level security services in support of both domestic and international programs and operations. Services will require demonstrated capabilities for overseeing, managing, and controlling operational and acquisition program protection at the a) Collateral, b) Sensitive

Compartmented Information (SCI), and/or c) Special Access Program (SAP) levels. Additional security screening may also be required (e.g., polygraph examinations). Loss or suspension of clearance may be grounds for immediate removal from the contract, pending the decision of the Commanding Officer, as advised by security oversight authorities. These services will be accountable to the SSC Director of

Security Office. Staffing of such services must be timely and capable of serving a diverse geographical footprint. Basic description of services for all three security levels include:

▪ Information Technology (IT) Services and Security: Information Assurance, Information Systems, Network Oversight, Cyber Defense, Network Architect, and Network Management

▪ Physical Security

▪ Administrative Security: Personnel Security, Administration, Document/Media Control, Education/Training, Communications Security (COMSEC), Operations Security (OPSEC), Facility

Management, Personnel Security, and Cyber Security

▪ Secured facilities to support Government need at all levels of classification

▪ Security support to small business and small disadvantaged business

Contract Management Services Sought:

SSC is interested in recommendations on contract type(s) for the sought services. The Government intends to stand up a Contract Allocation Board (CAB), which will have oversight and approval authority over the initiation of any NGESS CLINs and/or Task Orders. The CAB will be made up of a team of U.S.

Government individuals and will be led by SSC’s Director of Security or their delegate. The Board membership will be comprised of enterprise stakeholder representatives (Government Only) approved by the SSC Director of Security Office. The Board will also meet monthly to review the performance of the contract and approve and assign new tasks to be executed on the contract. The Board reserves the right to make modifications to work scope as appropriate to align to current industry standards and business needs; including an annual review of the pool participation and contract performance to ensure maximum competition. It is possible that any future NGESS contract could be structured and executed employing a pool of viable contractors that will compete by contract task order. The contractor(s) shall be allowed one representative each to support CAB needs as required but will not be a part of the CAB’s governance process.

Services will include contract and functional level program management, but not be limited to:

manpower forecasting, controlling, risk management and cost reporting, accountable to the SSC

Director of Security Office’s Contracting Officer Representative (COR) or Task Order Manager (TOM) and reported monthly. Services should be considered seamless with ensured continuity for the duration of the contract. Either services or personnel may be removed at the Contracting Officer’s request. The

Contracting Officer may request removal (permanent or temporary) of personnel for security, safety, or health reasons, upon discovery of fraudulent credentials/qualifications, when contractor personnel

Note: This is a new requirement and not the follow-on to an existing contract.

behave in an unprofessional manner that would be considered unacceptable by a reasonable person, or for poor performance. Given the nature of services sought, positions may be identified as Mission

Critical and/or Mission Essential. These positions will require particular attention to staffing and staffing retention to ensure continuity of service.

SSC is additionally interested in recommendation(s) for continued security support process improvement and the risks, concerns, and issues of said processes. As part of the contemplated contract program management support, metrics associated with key performance parameters will be captured and reported on a monthly basis. Candidate metrics would include but not be limited to

▪ Training (personnel, security program)

▪ Position turnover (critical, overall)

▪ Contract Data Requirements List (CDRL) submittals

Based upon the metric performance, contractor(s) shall provide recommendations for continued process execution and improvement, including identifying gaps and/or deficiencies.

Government may provide office space, Automatic Data Processing (ADP) equipment, communications equipment and consumable office supplies for personnel working or performing within a Government-run facility, including contractor facilities. These facilities should be located near elements of SSC by which the contractor shall be supporting the Government teams. If a facility is not available, the contractor and/or subcontractor(s) may be asked to enter into an appropriate agreement for the applicable space and/or equipment. Contractor shall specify in advance of contract award any assumptions associated with Government Furnished Equipment (GFE) requirements and have prior government approval for use.

This requirement includes compliance with environmental safety and occupational health requirements including but not limited to the prohibitive use of ozone depleting compounds; pollution prevention;
