About this file

This is a Request for Information (RFI) question set for the Next Generation Command and Control (NGC2) program, seeking industry input on a planned Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract with an initial competitive prototype order. The questions focus on nine key areas including prototype delivery capabilities, teaming arrangements, rough order of magnitude pricing, contract type preferences, and technical evaluation criteria.

The RFI, issued by Army Contracting Command Aberdeen Proving Ground for PEO C3N, requires responses by January 23, 2025 at 1600 EST. The anticipated IDIQ/Prototype award date is May 2025, with prototype delivery expected within 6 months of award. The contract will include multiple pools for capabilities like Data Layer Applications, Infrastructure, Tactical Communications, AI/DSO Pipelines, and Cybersecurity. The government plans to conduct on-ramps in years 1, 3, and 6, with off-ramp criteria based on proposal submission, cost performance, and CPARS ratings. The RFI includes draft documents for industry review: base IDIQ PWS, prototype SOO, and questions matrix.

Sheet1 Request for Information (RFI) - NGC2 - 13 Jan 2025

Contracts Background: The USG intends to award a Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) for NGC2 with a competitive prototype order released at the same time of the IDIQ Request for Proposal (RFP). Initial MA-IDIQ prime holder eligibility will be based on ability to deliver a prototype detailed in the draft Statement of Objectives (SOO), with the intent to onboard pools for additional components/layers available after MA-IDIQ award. The USG intends to award a SOO prototype order to more than one Offeror based on available funding, however contract approach is subject to change. This RFI is for informational purposes only and is subject to change, does not represent a pre-solicitation synopsis, does not constitute an invitation for bid or request for proposal and is not a commitment by the Government to purchase products or services. The USG does not plan to provide direct responses for any information provided. All information including company names, teaming arrangements and price will be safeguarded.

Question #QuestionIndustry ResponseCompany Name
1Is your company planning on submitting a proposal to be an IDIQ prime at time of RFP release based on the ability to deliver SOO requirements? If yes, please also provide information for subquestions below for USG planning purposes. If no, please provide any information in the subquestions that may be beneficial for USG consideration.
1aPrototype delivery in accordance with the provided draft SOO is critical to NGC2 success, how soon will your entity be able to deliver a prototype (6 months or less) after award based on projected IDIQ/Prototype Order(s) award date of May ‘25?
1bPlease provide known teaming arrangements for initial prototype order.
1cPlease provide a ROM for draft SOO prototype.
1dThe USG is exploring flexibility of negotiating contract type(s) (Cost/FFP/etc.) for initial SOO award and allowing industry to propose contract types for their unique solutions, please advise on preferred contract type(s) with supplemental rationale.
1eThe USG is evaluating potential incentives/disincentives for the prototype order(s), please provide comments for consideration. Examples: expedited/delayed delivery, technical performance, UDRA/API alignment, unit feedback, etc.
2Technical discriminators/evaluation criteria for IDIQ award and initial prototype order(s) are currently being developed. Please provide input on suitable "gatekeeping" criteria that will ensure ample competition, yet be streamlined and allow the best affordable solutions to be chosen. Examples: past performance/experience with C2 ecosystem lifecycle needs, signed teaming arrangements, anticipated pricing models beyond SOO award.
3The USG is currently anticipating the following pools after IDIQ award, please advise of any concerns or feedback on additional pools needed to support the NGC2 ecosystem:

Data Layer Applications Infrastructure (Compute and Storage) Tactical Communications Transport Team Leads Service Providers Development/Test/Production Environment(s) AI/DSO Pipelines and Tools Test, Evaluation, Validation, and Verification Tools and Services Modeling and Simulation Cybersecurity and Access Management 4 Relative to the pools above, or any additional pools recommended, please provide recommendations for MA-IDIQ on-ramp and off-ramp frequency and contract language for consideration for on/off ramps.

On-ramp example: The Government intends to conduct market research to assess technologies and capabilities available in the open market and evaluate the benefit of conducting an on-ramp on the multiple award IDIQ vehicle. The Contracting Officer may also assess contractor performance and the amount of competition available by contract holders. The Government will strongly consider on-ramps years one (1), three (3) and six (6) of the ordering period. However, the Government may conduct an on-ramp at any time of the ordering period in order to maintain adequate competition, obtain access to additional technologies and capabilities and support the needs of the ecosystem.

Off-ramp example : Any contractor that has any of the follow may be off-ramped:

1. Not submitted an acceptable proposal within 48 months; or

2. Has had any contractor-induced cost overruns; or

3. Has any unsatisfactory performance ratings in CPARS on orders.

5The Government intends to include language in the MA-IDIQ for inclusion of incentives and disincentives, which will be further defined in individual orders. The Government is seeking incentive/disincentive examples which align USG and industry and include appropriate metrics tied to each, such as expedited/late delivery schedules, technical performance incentives & award fee.
6Draft MA-IDIQ Performance Work Statement (PWS) is available for review, please provide comments/feedback to align the IDIQ scope with NGC2 ecosystem needs.
7Draft prototype SOO is available for review, please provide comments/feedback for potential gaps in scope or considerations for additional objectives.
8Draft SOO Section 7 - Delivery Schedule, provides milestones to be accomplished during performance. Please provide input on additional milestones for USG consideration.
9Draft SOO Section 4 - Prototype Definition and Program Objectives, paragraph 5, provides flexibility for the USG's role in the initial delivery. Please provide additional USG responsibilities/language for ecosystem success.
