9 Research Opportunity Synopsis

NGA welcomes all innovative ideas for path-breaking research that may advance the GEOINT mission. The NGA mission is to provide timely, relevant, and accurate geospatial intelligence (GEOINT) in support of national security objectives. GEOINT is the exploitation and analysis of imagery and geospatial information to describe, assess, and visually depict physical features and geographically referenced activities on the Earth. GEOINT consists of imagery, imagery intelligence, and geospatial information. NGA offers a variety of critical GEOINT products in support of U.S. national security objectives and Federal disaster relief, including aeronautical, geodesy, hydrographic, imagery, geospatial and topographical information.

The NGA Academic Research Program (NARP) is focused on innovative, far-reaching basic and applied research in science, technology, engineering and mathematics having the potential to advance the GEOINT mission. The objective of the NARP is to support innovative, high-payoff research that provides the basis for revolutionary progress in areas of science and technology affecting the needs and mission of NGA. This research also supports the National System for Geospatial Intelligence (NSG), which is the combination of technology, systems and organizations that gather, produce, distribute and consume geospatial data and information.

This research is aimed at advancing GEOINT capabilities by improving analytical methods, enhancing and expanding systems capabilities, and leveraging resources for common NSG goals. The NARP also seeks to improve education in scientific, mathematics, and engineering skills necessary to advance GEOINT capabilities.

It is NGA’s intent to solicit fundamental research under this BAA. Fundamental research means basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from Industrial development, design, production, and product utilization, the results of which ordinarily are restricted for proprietary or national security reason. (National Security Decision Directive (NSDD) 189, National Policy on the Transfer of Scientific, Technical, and Engineering Information)

NGA seeks proposals from eligible U.S. institutions for path-breaking GEOINT research in areas of potential interest to NGA, the DoD, and the Intelligence Community (IC). NGA welcomes any innovative research ideas, including, but not limited to, example areas such as:

SF 424 (R&R) Budget shall include all financial aspects of the proposed research. (See also Attachment 1 of this BAA, Guidance for Completion of Mandatory and Optional Forms.)

There is no page limit for the Research Costs (Itemized Budget) section of the proposal. Cost estimates should include sufficient detail for meaningful evaluation, including cost details for proposed sub-awards. For proposal purposes, the offeror should propose a start date. The cost proposal must include the total cost of the project as well as a breakdown of the amount(s) by source(s) of funding, e.g., funds requested from NGA, other Government funding, and institutional funds to be provided as cost sharing. Costs should be broken down for each year of the program and shown by cost element for each year. Cost elements, total costs for each year of the base period and each cost element, and totals for each proposed optional follow-on year, if any, shall be provided. Costs for entertainment, amusement, diversion and social activities and any costs directly associated with such activities are unallowable in accordance with OMB 2CFR Part 220 (formerly Circular A-21). NGA will not provide funding for direct reimbursement of proposal development costs.

The annual budget should be driven by program requirements and the funding breakdown shall correspond to the proposed research plan that was provided as part of the Research and Related Other Project Information Form. For the NGA Postdoctoral Fellowship Category, a budget summary table that clearly identifies the Postdoctoral Fellow’s salary and benefits total (must be 50% or greater of total proposed cost per year), the total amount for each proposed year, as well as any other cost elements identified by the Principal Investigator. This section shall include statements as to the basis of estimate for all proposed costs. Cost elements should include, but are not limited to, the following:

1. Direct labor. Individual labor categories or persons, with associated labor hours and unburdened direct labor rates. Provide escalation rates for out years. Include all personnel who will charge time to the project (i.e., the Principal Investigator, other faculty, institutional staff, graduate and undergraduate students) as well as their commensurate salaries and benefits. Salaries of administrative and clerical staff are normally indirect costs included in indirect cost rates, but direct charging of these costs may be appropriate when a major project requires administrative or clerical support significantly greater than normal, routine levels of support. Budgets proposing direct charging of administrative or clerical salaries must be supported by budget justifications that adequately describe the major projects and the administrative and/or clerical work to be performed.

2. Equipment. Equipment is normally furnished by the Recipient. Allowable equipment will ordinarily be limited to specialized equipment that is not already available for the conduct of the work. If acquisition of equipment is proposed, a justification for the purchase of the items must be provided and the costs of equipment must be broken down in sufficient detail for evaluation. Provide an itemized list of all equipment costs and the basis for the estimate, e.g., quotes, prior purchases, catalog price lists. General purpose equipment (i.e., equipment not used exclusively for research, scientific or other technical activities, such as personal computers, office equipment and furnishings) is not eligible for support and should not be requested unless it will be used primarily or exclusively for the project. For computer/laptop purchases and other general purpose equipment, if proposed, include a statement indicating how each item of equipment will be integrated into the program or used as an integral part of the research effort.

Equipment costs should be budgeted primarily during the first year. (See Attachment 1 of this BAA, Guidance for Completion of Mandatory and Optional Forms, Block C of the SF 424 (R & R) Budget for additional details on equipment.)

3. Travel. The proposed travel cost should include the following for each trip: the purpose of the trip, origin and destination if known, approximate duration, and the number of travelers. The estimated cost per trip must be justified based on the organization’s historical average cost per trip or another reasonable basis. Such estimates and the resultant costs claimed must conform to the applicable federal cost principles. NURI, POSTDOC, HBCU/MI, STEM, and NIP proposals will include travel for required attendance at (1) the annual, three-day NGA Academic Research Program Symposium and Workshops held in the Washington, D.C., area and (2) a one-day research review meeting separate from the NGA Academic Research Program Symposium and Workshops, in the Washington, D.C., area during each year of the award. (See Attachment 1 of this BAA, Guidance for Completion of Mandatory and Optional Forms, Block D of the SF 424 (R & R) Budget for additional details on travel.)

4. Other direct costs. Provide an itemized list of all other proposed other direct costs, such as Graduate Assistant tuition; materials and supplies; publication, documentation and dissemination costs; computer services; and communication costs not included in overhead; and provide the basis for the estimate, e.g., quotes, prior purchases, catalog price lists. For consultant services, provide a breakdown of the consultant's hours, the hourly rate proposed, any other proposed consultant costs, a copy of the signed Consulting Agreement or other documentation supporting the proposed consultant rate/cost and a copy of the consultant's proposed statement of work if it is not already separately identified in the prime contractor's proposal. (See Attachment 1 of this BAA, Guidance for Completion of Mandatory and Optional Forms, Block F of the SF 424 (R & R) Budget for additional details on direct costs.)

5. Sub-awards. Provide a description of the work to be performed by the sub-recipients.

For each sub-award, a detailed cost proposal is required to be included in the principal investigator's cost proposal. Fee/profit is unallowable. (SF 424 (R & R) Sub-award Budget Attachment(s) shall be completed.)

6. Fringe benefits and indirect costs (i.e., Facilities and Administrative Costs, Overhead, G&A). The proposal should show the rates and calculation of the costs for each rate category. If the rates have been approved or negotiated by a Government agency, provide a copy of the memorandum/agreement. If the rates have not been approved or negotiated, provide sufficient detail to determine whether the costs are allowable, allocated to the proper cost pool, and reasonable based on their allocation.

Also include documentation describing how the rates were calculated. Additional information may be requested, if needed. If composite rates are used, provide the calculations used in deriving the composite rates. (See Attachment 1 of this BAA- Guidance for Completion of Mandatory and Optional Forms, Block H of the SF 424 (R & R) Budget for additional details on indirect costs.)

7. Fee/Profit. Fee/profit is unallowable.

4.10 Proposal Content for Research Collaboration Forums

Each proposal for an NRCF grant should be submitted a minimum of four (4) months prior to the date of the event. NRCF grants are subject to several considerations and restrictions:

The subject matter of the forum must be one or more scientific or technical areas that are relevant to NGA’s basic research program.

Funds provided cannot be used to pay any federal government employee for support, subsistence, or services in connection with the proposed collaboration forum.

NGA Research support for a collaboration forum does not constitute an endorsement of any for-profit or nonprofit co-sponsoring organization.

NRCF proposals shall include, at a minimum, the following information:

A summary indicating the objective(s) of the forum

The topic(s) to be covered and how they are relevant to NGA’s GEOINT research mission

The title, location, and date(s) of the forum

An explanation of how the forum will advance the scientific knowledge or understanding of the research interests of NGA or the National System for Geospatial Intelligence

(NSG)

The event chairperson or principal investigator and his/her biographical information

A list of proposed participants and their potential contribution and value to the collaboration forum

Announcement or invitation methods (or copies of the relevant documents)

A note indicating whether foreign nationals will be present

Total project costs by major cost elements

Anticipated sources of forum income and amounts from each source

Anticipated use of funds requested from NGA; and

A summary of how the results and recommendations will be captured, disseminated, and reported to NGA.

5 Proposal Receipt Notices

After a proposal is submitted through Grants.gov, the Authorized Organization Representative (AOR) will receive a series of three e-mails:

1. The applicant will receive a confirmation e-mail upon completing the submission to Grants.gov. This e-mail will contain a Submission Receipt Number required to track the submission.

2. The applicant will receive an e-mail indicating that the proposal has been validated by Grants.gov within two days of submission. (This means that all of the required fields have been completed.)

3. The third notice is an acknowledgment of receipt by the designated agency and provides the assigned tracking number.

It is extremely important that the AOR watch for and save each of the e-mails.

6 Significant Dates and Times

White papers will be accepted until 11:59 p.m. EDT on 31 August 2017. Late white papers will not be evaluated or considered. NGA will evaluate white papers on a continuing basis and will make every effort to respond to white paper submissions in approximately 75 days. White paper PI should be available for clarifications and discussions during this period if needed.

Proposals may be submitted at any time until the closing date of 30 September 2017 at 11:59 p.m. EDT.

Proposal Notifications:

NGA will evaluate proposals on a quarterly basis. However, proposals for research collaboration forums will be evaluated throughout the term of the BAA and notifications of awards for forums will be provided within approximately 75 days of receipt.

Proposals shall remain valid for 180 days to allow time for the evaluation, selection, and award.

Proposal notifications shall consist of three types of notifications:

1) Selected for award. The Grants Officer will notify the offeror regarding the amount of funding available, negotiate as necessary, and continue to award.

2) Not selected this cycle.

Note: If the offeror would like the proposal kept for consideration for six months, unless a different time frame is requested by the University, the University official who originally submitted the proposal must provide notice to the Grants Officer within 20 business days from the date of the notification; otherwise, the proposal will be removed from consideration. Extending the validity of the proposal provides no guarantee that the proposal will be funded.

3) Not selected. The Grants Officer will notify the offeror that there will be no further consideration of this proposal.

IV. EVALUATION INFORMATION

1 White Paper Evaluation

White paper assessment will focus on the scientific and technical merits of the proposed research, its potential to produce path-breaking results and innovation, and its potential contribution and applicability to NGA’s mission. The Government, at its discretion, may conduct clarifications or technical discussions with the white paper author(s). Some Government contractors who are subject-matter experts may provide technical advice to assist these evaluations and the Government will ensure that no conflict of interest may arise. Government scientists will evaluate white papers to assess if the proposed research meets the research needs of the Agency, and if the Government will recommend the submission of a full proposal.

White papers will be assessed using the same criteria as for proposal submissions (See IV.2 below).

2 Evaluation of NURI, POSTDOC, HBCU/MI, STEM, and NIP Proposals

NGA will evaluate proposals submitted in response to this BAA for selection using the following four (4) criteria:

C1. Technical Merit assessment of the scientific soundness of the research proposal (see Section 2.1 TF1-TF5).

C2. Potential relationship, contribution and relevance of the proposed research to the overall NGA Academic Research Program and impact on the NGA mission.

C3. Program balance to NGA Academic Research Program mission, with respect to past and current research including those efforts funded by the Government, IC mission priorities, and overall budget limitations. Program balance considerations include how the proposal, when taken as a whole, meets the objectives of the NGA Research Program.

C4. Resource Allocation and cost evaluation. The realism and reasonableness of expected costs. Postdoc Fellowship proposals must have 50% or greater of annual proposed budget going directly to Postdoc salary and benefits.

The first three criteria, C1-C3, are of equal importance, while criterion C4 is of lesser importance.

2.1 Technical Merit Evaluation of NURI, POSTDOC, HBCU/MI, STEM, and NIP

Proposals

Technical Merit evaluation will be performed by a technical evaluation team using the following five factors of equal importance:

TF1. State of the Problem. Each proposal will be evaluated for how well it identifies the problem(s) to be researched and whether the problem is a hard scientific, technical, or operational problem that affects NGA’s capability to produce timely, relevant, and accurate GEOINT. The proposal should present a statement regarding the GEOINT mission risks to NGA if this problem is not solved.

TF2. State of the Solution. Each proposal will be evaluated for how well it describes/discusses current scientific, technical, and operational solutions that might exist for this problem. It should identify issues with existing solutions and describe their relative efficacy. It should clearly describe what research is necessary to resolve these issues or improve the efficacy of the current solutions.

TF3. State of the Proposed Research. Each proposal should demonstrate that adequate understanding already exists regarding past or current historical research, if any, concerning the problem. It should identify what elements of the proposed research are new and/or innovative, and what risks must be addressed to achieve a successful research result.
