About this file

This document is a Scope of Work for a Feasibility Study and Proposed Alternatives requiring Small Commercial Vessel Owners and Operators to Adopt Salvage and Marine Firefighting Plans. The study is being conducted by the State of Hawaii Harbors Division to determine the feasibility of owners and operators of small commercial vessels operating in the nine (9) commercial ports to adopt and sustain similar vessel response plans as owners and operators of large commercial vessels. The study will examine the risks applicable to small commercial vessels and propose potential alternatives.

The scope of work includes conducting a comprehensive feasibility study, analyzing current salvage and firefighting response plans for large vessels, and developing proposed alternatives for small commercial vessels. The study will evaluate the costs, benefits, and operational impacts of potential requirements for small vessel owners and operators. The study must be completed within 6 months of contract award.
