Statement of Need
PSD Small Boat 2023
1. REQUIREMENT
The Pacific Island Fisheries Science Center (PIFSC) requires one new 17‐19ft boat and outboard engine, to replace an existing boat to support field operations conducted by the Protected Species Division (PSD) in the Hawaiian archipelago.
The boat shall be compliant with all applicable American Boat and Yacht Council (ABYC) Standards and
Recommended Practices, and all applicable requirements of 33 CFR Chapter I Sub Chapter S, 46 CFR Chapter I Sub
Chapters C, J, and T, shall hereby be assumed incorporated into this specification unless otherwise specifically stated.
2. BACKGROUND
The PIFSC uses small boats for remote field operations and during specific shipboard tasks on NOAA ship‐based research projects. Due to normal wear and tear as well as being subjected to the high heat and humidity conditions in Hawaii, these boats need to be replaced on a regular basis to maintain the current fleet inventory and the project’s operational capabilities.
These small boats are both operated from shore within the Main Hawaiian Islands and transported to the
Northwest Hawaiian Islands and launched from a NOAA research vessel or NOAA contracted vessel offshore of remote islands and atolls. Therefore, the project’s boats must be robust and stable enough to carry large payloads of personnel and supplies in offshore conditions and have high maneuverability to navigate the intricacies of shallow coral reef environments. NOAA has specific policy for operating boats from NOAA Ships to ensure the boats can be lifted and recovered safely within the operational weather/sea state of the ship. The new boat must be deployable by NOAA Ships and meet the requirements stated below to fit into the existing fleet of boats.
Equipment is specified in this Statement of Need to standardize equipment within the fleet to maximize operational capacity and redundancy for safety of operations.
3. TECHNICAL SPECIFICATIONS
Provide one (1) 17‐19 ft rigid hull inflatable boat (RHIB), similar to the Zodiac SRMN 600 or fiberglass rigid hull boat (RHB), similar to Boston Whaler Montauk/Guardian. A RHIB with foam or foam‐filled sponsons is highly preferred but air filled sponsons or a fiberglass RHBs will be considered.
● All equipment shall be installed according to the equipment manufacturer's instructions and requirements.
● All vessel mechanical components and subcomponents shall be suitable for a marine environment and/or protected from the marine environment.
The boat and associated equipment must meet the following criteria:
HULL & DECK
● Lifting Points – The boat must have purpose designed thru‐hull braced and/or purpose designed anchor points for lifting, launching, and recovering the maximum capacity boat weight (per the manufacturer), meeting at least a 6:1 Safety Factor on all lift components.
○ Lifting points must be designed for a 3 or 4‐point bridle as appropriate for the specific boat.
○ Lifting hardware must be stamped or documented (via specification sheets and purchase logs) with appropriate load ratings.
○ All hardware must be removable and serviceable.
○ Lifting points inside the hull must be positioned on the deck, just above the surface of the deck, or on the transom in locations that maximize deck space, minimize tripping hazards, allow lifting shackles and straps to lay flat while not in use, and mitigate risks to operator and crew while under load.
● Lifting‐Bridle – Provide one (1) 3‐ or 4‐leg (as appropriate for the boat) nylon bridle (with 1” master link) rated at a minimum of 6:1 safety factor to the vessel’s maximum capacity.
○ Bridle must have a legible, permanently attached, weather and water resistant, label stating the safety rating from the manufacturer or certified inspector.
○ Bridle legs must be of the appropriate length to lower the master link within reach of the coxswain (standing at the helm) for quick release during ship‐based launch and recovery operations and must provide a ~4 degree elevated bow angle while lifted to ensure water on deck will drain aft during lift.
● Console & Lean Post – The boat will have a stand‐up centerline helm console and removable lean post / bolster.
○ The center console shall provide a battery enclosure sized to secure and protect batteries per
ABYC. Enclosure shall be watertight and vented. All thru‐console hardware and fittings must be sealed and water tight.
