STATEMENT OF WORK
Saint Paul Field Research Station
Caretaker
BACKGROUND
The National Marine Fisheries Service maintains a field research station and staff quarters on Saint Paul Island in the Bering Sea, 771 miles southwest of Anchorage, Alaska. This is a remote island with a permanent population of less than six hundred individuals. During the winter months, arctic conditions make travel to and from the island undependable. These same conditions make it hazardous to leave a building unattended. During the summer months assistance is required for routine maintenance, repairs, and transportation to and from the airport.
OBJECTIVE
The objective of this solicitation is to serve as a caretaker for facility oversight and general maintenance services for the NMFS field research station buildings on St Paul Island. Due to the remote location and frequent transportation delays for off island repair personnel, the contractor will need to have the knowledge, skills, and abilities to monitor the facility, and conduct emergency repairs if problems arise.
TASKS AND DELIVERABLES:
CARETAKER TASKS AND DELIVERABLES:
Task 1) Daily monitoring of building plumbing, heating, and electrical systems.

This should be performed as part of the daily check and not billed separately.
Task 3) Respond to emergencies as needed.
Deliverable 3) In the event of a building emergency contractor is to identify improper system operation(s), safely restore building systems to operation if possible and/or trouble-shoot to stabilize the system casualty, and make repairs once replacement components are identified and repairs authorized or limit damage until a repair team can arrive.
The government estimates on average of 6 hours per week for caretaker tasks.
MAINTENANCE TASKS AND DELIVERABLES:
Task 1) Contractor is expected to perform snow removal as needed around buildings’ exteriors to maintain access for fuel delivery to be billed as maintenance hours. Equipment used is to be billed against the materials/equipment line item.
Deliverable 1) Snow is removed regularly as needed to ensure the safe delivery of fuel and unobstructed access to the building entries is maintained at all times.
Task 2) Contractor is expected to perform general maintenance or repair work after repair plans are approved by the facilities manager to assist with maintenance and repair needs at the facility. Hours will be tracked and billed as maintenance hours. Any required maintenance materials or repair parts will be furnished by the government. Contractor to provide list of required supplies to the government for purchase. Government will have the supplies shipped directly to the contractor. In the event the government is not available, the supplies may be purchased by the contractor and reimbursed by the government as approved by the facilities manager. Supplies approved to be purchased by the contractor shall be billed against the materials/equipment line item. Emergency repairs to prevent further damage to the building from water leaks, etc. or danger to occupants will be undertaken as soon as possible with every attempt made to contact the facilities manager prior to starting repairs.
Deliverable 2) Any as-needed maintenance or repair tasks are performed in a timely manner after approval by the facilities manager following the building codes approved by the state fire marshal if appropriate.
